Ahmedabad, Nov 3 (PTI) Alleged fraudster Abhay Gandhi, against whom police had issued a look-out notice for cheating people to the tune of Rs 180 crore, was today arrested at the airport here. The accused was held at the Sardar Vallabhbai Patel International Airport (SVPIA) in the city by the Crime Branch officials following a tip-off, police said. Gandhi, who had floated a company named AISE Capital, had allegedly duped many people across Gujarat after promising higher investment returns, had eluded the police since April 2011, police sources said. "We had received a tip-off that he had boarded a Bangkok-Mumbai-Ahmedabad flight and nabbed him as soon as he landed here," a Crime Branch official said. He returned to the city after he ran out of money, police said. Sources said Gandhi, who had started AISE Capital a few years ago, had gradually become popular for giving stock market tips and also called himself "Nifty King". His offices were located in Nehrunagar and satellite areas and he owned two high-end bikes and two luxury cars, police said adding he used people's money to lead a lavish lifestyle. Police sources said a majority of his investors were poor people, who were lured by the promise of high returns, adding none came forward to file a complaint against him fearing losing their money. Several HP leaders deprived of casting vote for themselves

Shimla, Nov 3 (PTI) The delimitation of assembly constituencies in Himachal Pradesh has stumped several senior state leaders as they have been deprived from casting votes in their native constituencies. Chief Minister Prem Kumar Dhumal is contesting from Hamirpur but would cast his vote in Bhoranj constituency as his native Samirpur has now become a part of Bhoranj. Former chief minister and HPCC president Virbhadra Singh, contesting from Shimla(Rural), would cast his vote at Rampur, Irrigation and Public Health minister Ravinder Singh Ravi, who is contesting from Dehra would be casting his vote in Jaisingpur segment while Food and Civil Supplies minister Romesh Dhawala, seeking re-election from Jwalamukhi would cast his vote in Dehra constituency. Uprooted from their home turfs of Solan and Baijnath, following reservation of their constituencies for SC, former ministers, Rajeev Bindal (BJP) and Sudhir Sharma (Congress) seeking election from Nahan and Dharamsala would also be deprived of voting for themselves. Traditional rivals, Anita Verma (Congress) and sitting BJP MLA, Urmil Thakur, who have been contesting from Hamirpur have been shifted to Sujanpur constituencies while their native places still fall in Hamirpur. Kannur,Nov 3 (PTI) Kerala Chief Minister Oommen Chandy and KPCC President Ramesh Chennithala today attended a remembrance meeting organised in memory of Congress leader N Ramakrishnan, who passed away last month. The meeting was organised by the Kannur District Congress Committee. Chandy lauded the contributions made by Ramakrishnan as a congress leader and also as a minister. "Ramakrishnan's contributions will be remembered forever," Chandy said. Ramakrishnan, during his period as a Labour minister, had worked for the welfare of the people, he said. Chennithala also lauded the late leader's contributions for the Congress party. Ramakrishnan passed away last month after prolonged illness. PTI COR TKK BN

Clinton calls up Khurshid, thanks for getting US dialogue

Secretary of State Hillary Clinton today called up external affairs minister Salman Khurshid and thanked him for India's leadership role in securing the dialogue partner status for the US in Indian OCean Rim Association for Regional Cooperation.

The phone call from Clinton came a day after the US was inducted as a dialogue partner in the 20-nation IOR-ARC grouping at its meeting in Gurgaon, following hectic behind-the-stage diplomacy led by India.

The US has joined the grouping of as the sixth dialogue partner after China, Japan, the UK, France and Egypt. During the about 15-minute telephonic conversation with Khurshid, Clinton emphasized the importance of Indo-US relations and the need to carry them forward, official sources said.

Clinton invited Khurshid to visit the US next year, they said. Khurshid conveyed to Clinton "deep sympathies" over the devastation caused in the US by superstorm Sandy, official sources said. Clinton recalled Khurshid's visit to the White House as a member of Indian delegation led by the then Prime Minister P V Narasimha Rao in 1990s. She also congratulated him on assuming the charge of External Affairs Ministry.

Italy hopes India will let it try marines

Italy's defence minister has offered encouragement to two Italian marines held in India since February for the deaths of two Indian fishermen mistaken for pirates.

Sounding emotional, defence minister Giampaolo di Paola spoke to the marines today via video and audio hookup shown on Italian TV. He told them he was "confident" India's Supreme Court will recognise Italy's right to try the pair in Italy and that they would soon return home.

The marines have been held in India since February, when, while providing security on a cargo ship, they allegedly shot the fishermen. Italy insists the incident occurred in international waters and Rome should have jurisdiction. India claims the ship was in Indian territorial waters. The marines expressed thanks for Italy's support in the dispute, which caused diplomatic tensions.

Major fire at Ghaziabad packaging factory

Ghaziabad, Nov 3 (PTI) A major fire today broke out at a packaging factory in Sihani Gate area of the district, police said. Over a dozen fire tenders from Ghaziabad, Meerut, Gautam Budh Nagar, Hapur and Hindon Air Force station were pressed into service to douse the flames, they added. Some persons were reportedly injured in the fire, as over 60 persons were working inside the factory when the fire started, sources said. Senior district officials, including District Magistrate Aparna Upadhaya, Senior Superintendent of Police (Ghaziabad) Prashant Kumar and SP City Shivshankar Yadav, had also reached the spot. "The cause of the fire is yet to be known. The matter is being probed," Yadav said. The company management has claimed that the factory was equipped with fire-proof arrangements and will investigate into what started the fire. Crude oil seeps into paddy fields

Nagapattinam (TN),Nov 3 (PTI) Crude oil from an abandoned Oil and Natural Gas Commission owned pipeline seeped into some paddyfields in a village in the district today, triggering panic among farmers. Farmers of Anaimangalam village near Kilvelur were shocked to find crude oil layer over their fields this morning and their crops damaged due to the oil spill. The ONGC Cauvery Project headquartered at Karaikal has its production installation at the village and pipelines, which run through Anaimangalam, Karumangudi and Pakkur villages, had been laid for transporting the crude oil to the CPCL's refinery at another nearby village. Alleging that the pipelines had developed breaches leading to the spill, three of the affected farmers lodged a complaint with police stating that crude oil had seeped into ten acres of their paddy fields. However, ONGC authorities pointed out that there were no breaches or cracks in any of the pipelines being used in production at present. Analysis by ONGC Engineers has revealed that the crude oil seeped from an old pipeline, running deep down near the paddy fields, which was abandoned during September this year, after detection of oil leak. They had replaced it with a new one, ONGC sources said. "Preliminary investigation suggests that the oil deposit due to that seepage would have surfaced now, probably due to the recent heavy rains," said an ONGC official. Kilvelur area recorded the highest rainfall in the district early this week due to cyclone 'Nilam.' "Our Engineers are analysing the situation and will take steps to remove the oil layers from paddy fields. Steps have also been taken to find a permanent solution and ensure that farmers do not face any further issues," the official said. The extent of damage, exact number of acres affected are being assessed, the official said, adding, suitable compensation would be offered. President of Farmers Protection Forum Dhanapalan said the oil spill would turn the farmland unusable for three years minimum. Cheat arrested for duping people into buying sold cars

New Delhi, Nov 3 (PTI) Delhi Police has nabbed a 'high- profile' cheat whose penchant for imported cars and luxurious lifestyle led him to defraud people and dupe them into buying already sold vehicles. 27-year-old Sumit Walia is also accused of cheating girls of money after 'impressing' them with luxurious lifestyle and smooth talk. Walia's acts came to light after an NRI, Benoy Berry, who is also Counselor of Burundi to India, registered a complaint where he alleged that the former had cheated him of Rs 2 crore. He said Walia sold him a Range Rover and a Porsche in 2007 but never delivered the transfer documents or papers of the vehicles despite several requests. In fact, in 2010, the accused took away the vehicles in Berry's absence and started avoiding him, prompting the latter to approach police. Police later found that the accused had sold off the vehicles to another buyer as they were not registered in the name of the complainant. A college dropout, Walia had tried to make it big in London but failed and returned to India, police said. The accused is also involved in several criminal cases as well as cases of Directorate of Revenue Intelligence and Customs. Walia ventured into the business of selling imported cars to ultra rich buyers and started acting as a dealer for imported cars. His lifestyle saw his expenses outgrow income and he started cheating people, police said. Police said he also took advance from several people but never delivered the cars promised to them. Stabbed schoolboy struggles for life

Chaibasa (Jharkhand), Nov 3 (PTI) The boy, who was stabbed by a man in the premises of a primary school at Diggilota in West Singhbhum district, was struggling for his life at Tata Main Hospital here. "He is on a ventilator in the Critical Care Unit of Tata Main Hospital here," a doctor attending upon him said. The boy, Simnath Diggi, and a girl student Jasmine Murmu, had been stabbed in the school campus by Madan Gope during school hours on November 1. While six-year-old Jasmine died of her injuries on the same day, Diggi was admitted to Tata Main Hospital in a serious condition, Suraj Oraon, Officer-in-charge of Sonua police station, said. Oraon told PTI that they have arranged Rs 15,000 for the family members of the victim boy to meet the expenses for his treatment. Earlier, the knife-wielding man had attacked the two children who allegedly created noise while attending the class, the police said. Case filed against Karnataka Law Minister Suresh Kumar

Bangalore, Nov 3 (PTI) Spelling fresh trouble for Karnataka's ruling BJP, police today booked a case against Law Minister S Suresh Kumar and two others for allegedly denotifying over four acres meant for construction of houses for slum dwellers. Bangalore Metropolitan Task Force police registered a case against Suresh Kumar, M Krishnaiah Setty, former Housing Minister, and V P Baligar, former Principal Secretary to then Chief Minister for allegedly denotifying four acres 20 guntas (one gunta is about 1,086 sq ft) at Laggere in Bangalore North taluk. The case was filed under provisions of the Prevention of Corruption Act- 1988 and CRPC, acting on a complaint filed by one Dinesh Kallalli. Kallalli said in his complaint that in 1982, 4.2 acres in survey number 9/2, which belonged to K Gopinath, brother of senior RSS leader Narahari, was notified to build houses for the financially weaker and downtrodden sections. The process of land acquisition process was completed in 2003 and six years after the land came into its possession, the Karnataka Slum Development Board commenced construction of houses by calling for tenders. When the construction process was in the final stage, the B S Yeddyurappa government took the decision to denotify land in 2009 under the alleged influence of Suresh Kumar who was the Law Minister then. Kallalli charged the decision to denotify the land was taken to help Gopinath though the KSDB stoutly objected, alleging it was against the interest of the weaker sections and also that the tender process had almost been completed. But the government went ahead with its decision, he alleged. Meanwhile, Suresh Kumar told PTI from Bellary that "I am not a minister incharge of Bangalore or Bangalore Development Authority, it is held by the Chief Minister.
