Tiwary (65 not out) and Sunny Gupta (58 not out), who came together when the home team's score read 56 for five, played cautiously before they unleashed delightful strokes on the newly laid pitch of the JSCA International Cricket Stadium here. While Tiwary hit six boundaries and one six, Gupta's innings was embellished with three sixes and four boundaries. Fourth straight win gives WBA best start since 1953

LONDON (Reuters) - West Bromwich Albion's 4-2 win at Sunderland on Saturday has given them their best start to a season since 1953-54 but manager Steve Clarke refused to get too excited after another accomplished victory.

West Brom, ranked as outsiders at the start of the season, moved into third place in the Premier League - at least until Chelsea meet champions Manchester City on Sunday - after winning a fourth successive league match for the first time since 1980.

Clarke told the BBC his side had dominated the game, adding: "I thought we passed the ball brilliantly and managed to pick them off. To score four goals against any team is a great performance.

"The players deserve all the credit, they've worked really hard; people have had to sit up and take notice and the Albion fans can enjoy this spell."

Although the Baggies are sitting in an automatic Champions League berth, Clarke was keeping their achievements in perspective.

"To talk about European football at this stage would be folly, there are a lot of games to go so we'll keep our feet on the ground," he said.

The last time West Brom made such a good start to a league campaign, in 1953-54, they finished as runners-up in the old First Division to their arch-rivals Wolverhampton Wanderers and won the FA Cup, beating Preston North End in the final.

Honours and European places may still be some way off but West Brom's form this season has been excellent, with Clarke building on the foundations put in place last season by Roy Hodgson, who left the club to manage England.

West Brom largely dominated the match and maintained their good record against Sunderland, not losing against them for six league games.

The Baggies scored twice before halftime through Zoltan Gera and Shane Long, and added two more after it, with Romelu Lukaku scoring from a penalty and Marc-Antoine Fortune scoring with the last kick of the game.

UK, U.N. hope Mideast nuclear talks take place next yr

LONDON (Reuters) - Britain and the United Nations said on Saturday they hoped a conference aimed at trying to ban nuclear weapons in the Middle East could take place soon after the United States said it would not happen next month as originally planned.

If and when it happens, the conference is likely to be fraught as Iran and Arab states say Israel's presumed nuclear arsenal is the main threat to security in the region, while Israel and the West see Tehran as the main proliferation danger.

Western diplomats and others believe the conference would make little headway because of that fundamental difference in opinion - something the United States has described as "a deep conceptual gap".

However, Britain and the conference's other organisers, which include Russia and the United Nations as well as prospective host Finland, believe it is worth a try anyway and anti-nuclear campaigners would also like to see it take place.

"We support the convening of a conference as soon as possible. We endorse fully the work of the Conference Facilitator, Finnish Under-Secretary of State Jaakko Laajava, to build consensus on the next steps," British Foreign Office Minister Alistair Burt said in a statement.

"We welcome his commitment to conduct further multilateral consultations with the countries of the region to agree arrangements for a conference in 2013," Burt said.

Laajava said on Saturday he would propose that multilateral consultations "be held as soon as possible".

U.N. Secretary-General Ban Ki-moon echoed Burt's comments, including the hope that the conference could be held next year at "the earliest opportunity".

"I reaffirm my firm resolve and commitment together with the Russian Federation, the United Kingdom and the United States, in consultation with the states of the region, to convene a conference," he said in a statement.

The plan for a meeting to prepare the ground for the possible creation of a weapons of mass destruction-free Middle East was agreed to at a May 2010 conference of 189 parties to the 1970 nuclear Non-Proliferation Treaty, or NPT.

Like nuclear-armed India and Pakistan, Israel has never signed the NPT. It neither confirms nor denies having nuclear arms, although non-proliferation and security analysts believe it has several hundred nuclear weapons.

The U.S. State Department said on Friday that the conference could "not be convened because of present conditions in the Middle East and the fact that states in the region have not reached agreement on acceptable conditions for a conference".

Washington had feared that Iran and Arab states might hijack the forum to criticise Israel for other things such as its recent air strikes on Hamas-controlled Gaza in retaliation for rocket attacks on southern Israel.

Iran, Israel's arch foe, announced earlier this month it would attend the conference, but some Western diplomats say Tehran may have only agreed to attend once it became clear that the meeting was likely to be postponed anyway.

After being on Spurs books as a schoolboy, Rednapp returned to White Hart Lane in October 2008 with Spurs bottom of the Premier League with two points from eight games.

He sparked a revival at the club, leading them to eighth that season and took them into the Champions League for the first time after finishing fourth the following season.

After that fourth spot in 2010, Spurs finished fifth in 2011 and briefly challenged for the title the following season before fading to finish fourth again. However, they lost their Champions League spot when Chelsea won the competition.

While at Spurs in January 2012, he faced trial on tax charges, but was found not guilty. He was also linked with the England manager's job, which eventually went to Roy Hodgson. Left Spurs in June 2012.

African presidents urge Congo rebels to abandon war

GOMA/KAMPALA (Reuters) - African leaders called on eastern rebels in Democratic Republic of Congo on Saturday to abandon their aim of toppling the government and leave the city of Goma they captured this week.

The appeal came from heads of state of the central African Great Lakes region who fear that if left unchecked the offensive by the M23 rebels could drag the volatile, ethnically-diverse and mineral-rich region back into another bloody conflict.

A statement signed by the regional leaders meeting in the Ugandan capital Kampala urged the M23 to abandon its threat to overthrow the elected government in Kinshasa and to "stop all war activities and withdraw from Goma".

It proposed deploying a joint force at Goma airport comprising of a company of neutral African troops, a company of the Congolese army (FARDC) and a company of the M23.

The leaders told M23 "to withdraw from current positions to not less than 20 km from Goma town within two days", but did not say what the consequences would be if the rebels failed to comply.

The rebel M23 movement, which has announced it intends to "liberate" all of Congo and march on the capital Kinshasa 1,000 miles to the west, said it was still waiting to hear back from its political representative in Kampala.

But it expressed initial scepticism about a proposed joint deployment in Goma that included government troops returning.

"Will the population accept that? I doubt it. The population sees that M23 has changed things. With the (Congolese army) it was just harassment," M23 military spokesman Vianney Kazarama told Reuters.

Regional and international leaders are scrambling to halt the fighting in eastern Congo, fuelled by a mix of local and regional politics, ethnic rifts and competition for large reserves of gold, tin and coltan.

The meeting in Kampala brought together Congo's President Joseph Kabila and the heads of state of Uganda, Kenya and Tanzania.

But Rwandan President Paul Kagame, who has vehemently denied accusations by Congo and U.N. experts that his government is supplying, supporting and directing the M23 rebellion, did not attend the summit, although he sent his foreign minister.

As the regional leaders met in Uganda, the Congolese government army reinforced its positions southwest of rebel-held Goma, in what appeared to be a move to block any further advance by the insurgents, who have routed Congolese army forces backed by United Nations peacekeepers.

The Great Lakes heads of state also proposed that U.N. peacekeepers present in and around Goma should provide security in a neutral zone between Goma and the new areas seized by M23.

They said police that were disarmed in Goma by the rebels should also be re-armed so they can resume working.

"UNDECLARED STATE OF WAR"

In the Congolese capital Kinshasa, authorities banned protests, citing the need to keep order in what national police chief Charles Bisengimana called a "undeclared state of war".

Goma has been a regional headquarters for the U.N. peacekeeping mission in Congo, known as MONUSCO, which has a 17,000 strong force across the huge country. MONUSCO is tasked with assisting government troops keep the peace and protect civilians.

MONUSCO has faced criticism inside and outside Congo for not doing enough to halt the rebels when the Congolese army fled Goma, but U.N. officials have argued it is not the mandate of the U.N. peacekeepers to directly engage the insurgents.

U.N. helicopter gunships fired hundreds of rockets at the rebels but were unable to beat them back at Goma, U.N. officials said.

Congolese government troops attempted a counter-offensive against the advancing rebels this week but were forced to pull back to the town of Minova on Lake Kivu, leaving a trail of soldiers' bodies and abandoned equipment in their wake.

"We are going to defend Minova, but we'll also try to push back the rebels," Congo army (FARDC) spokesman Olivier Hamuli said. Reinforcements were on their way to the front, he said.

M23 forces moved south through the hills towards Minova, in a strategic position on the road to Bukavu, the capital of South Kivu province, and a rebel spokesman said they had come within 12 km (7-1/2 miles) of Minova before halting their advance.

The rebels have said that Bukavu is their next objective and have vowed to sweep across the vast nation to Kinshasa if Kabila does not agree to talks.

Kabila, who has said he is willing to hear the rebels' grievances, appointed a new interim head of ground forces late on Friday.

General Francois Olenga Tete takes over from former army boss General Gabriel Amisi, who was suspended on Thursday over charges he had sold arms to other eastern rebels.

Olenge rose through the ranks of a rebellion led by Kabila's father and former President Laurent Kabila.

Egypt's Mursi faces judicial revolt over decree

CAIRO (Reuters) - Egyptian President Mohamed Mursi faces a rebellion from judges who accused him on Saturday of expanding his powers at their expense, deepening a crisis that has triggered calls for more protests following a day of violence across Egypt.

Judges in Alexandria, Egypt's second city, threatened to go on strike until it was revoked, and there were calls for the "downfall of the regime" - the rallying cry in the uprising that toppled Hosni Mubarak - during a meeting of judges in Cairo.

Mursi's opponents and supports - representing the divide between newly empowered Islamists and a more secular-minded opposition - have called rival demonstrations on Tuesday over his decree that has triggered concern in the West.

Issued late on Thursday, it marks an effort by Mursi to consolidate his influence after he successfully sidelined Mubarak-era generals in August. It defends from judicial review decisions taken by Mursi until a new parliament is elected in a vote expected early next year.

It also shields the Islamist-dominated assembly writing Egypt's new constitution from a raft of legal challenges that have threatened the body with dissolution, and offers the same protection to the Islamist-controlled upper house of parliament.

Egypt's highest judicial authority, the Supreme Judicial Council, said the decree was an "unprecedented attack" on the independence of the judiciary.

Youths clashed sporadically with police near Tahrir Square, the epicentre of the uprising that toppled Mubarak in 2011, following Friday's violence in which more than 300 people were injured across Egypt. Activists camped out for a second day in the square, setting up makeshift barricades to keep out traffic.

POLARISATION

Liberal, leftist and socialist parties called a big protest for Tuesday to force Mursi to row back on a decree they say has exposed the autocratic impulses of a man once jailed by Mubarak.

In a sign of the polarisation in the country, the Muslim Brotherhood - the group that propelled Mursi to power - called its own protests that day to support the president's decree.

At least three Brotherhood offices were attacked on Friday.

"We are facing a historic moment in which we either complete our revolution or we abandon it to become prey for a group that has put its narrow party interests above the national interest," the liberal Dustour Party said in a statement.

Mursi also assigned himself new authority to sack the prosecutor general - a Mubarak hold over - and appoint a new one. The dismissed prosecutor general, Abdel Maguid Mahmoud, was given a hero's welcome by several thousand judges who attended the session of Egypt's Judges' Club in Cairo on Saturday.

Ahmed al-Zind, head of the Judges' Club, introduced Mahmoud by his old title, in open defiance of Mursi's decree.

The Mursi administration has defended the decree on the grounds that it aims to speed up a protracted transition from Mubarak's rule to a new system of democratic government.

Analysts say it reflects the Brotherhood's suspicion towards sections of a judiciary unreformed from Mubarak's days.

"It aims to sideline Mursi's enemies in the judiciary and ultimately to impose and head off any legal challenges to the constitution," said Elijah Zarwan, a fellow with The European Council on Foreign Relations.

"We are in a situation now where both sides are escalating and its getting harder and harder to see how either side can gracefully climb down."

RIOT POLICE

Following a day of violence in Cairo, Alexandria, Port Said and Suez, the smell of teargas hung over Tahrir Square.

A handful of hardcore activists hurling rocks battled riot police in the streets near the square, where several thousand protesters massed on Friday to demonstrate against the decree that has rallied opposition ranks against Mursi.

Al-Masry Al-Youm, one of Egypt's most widely read dailies, hailed Friday's protest as "The November 23 Intifada", invoking the Arabic word for uprising. "The people support the president's decisions," declared Freedom and Justice, the newspaper run by the Brotherhood's political party.

The ultraorthodox Salafi Islamist groups that have been pushing for tighter application of Islamic law in the new constitution have rallied behind the decree.

The Nour Party, one such group, stated its support for the Mursi decree. Al-Gama'a al-Islamiya, which carried arms against the state in the 1990s, said it would save the revolution from what it described as remnants of the Mubarak regime.

Mursi is facing the biggest storm of criticism since he won the presidential election in June.

Samir Morkos, a Christian assistant to Mursi, had told the president he wanted to resign," said Yasser Ali, Mursi's spokesman. "The president has spoken to him today but the decision to resign is yet to be taken," Ali told Reuters.

Mursi addressed his supporters outside the presidential palace on Friday. He said opposition did not worry him, but it had to be "real and strong".

Mursi is now confronted with a domestic crisis just as his administration won international praise for mediating an end to the eight-day war between Israel and Palestinians in the Gaza Strip.

"The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said.

New Delhi, Nov 24 (PTI) Senior IPS officer S Asif Ibrahim is tipped to be the new Intelligence Bureau chief, the first Muslim to head the organisation, official sources said tonight. Asif, a 1977 batch IPS, made it to the top slot because of his wide range of experience in covering various departments of the organisation which mainly deal with intelligence pertaining to internal security, they said. He succeeds Nehchal Sandhu who retires on December 31. There were three officers senior to Asif in the IB who have been given different assignments -- R N Gupta, Rajgopal, Yashovardhan Azad - all 1976 batch IPS officers while Jairaman is from the 1977 batch. They have been accommodated as OSD to Cabinet Secretary, chief of Joint Intelligence Committee, Secretary (Security), and director of National Police Academy respectively. Inquiry ordered into death of lioness in Gir

Vadodara, Nov 24 (PTI) The forest department has ordered an inquiry into the finding of a lioness carcass at Umrethi in Talala taluka of Junagadh district, official said. "The lioness was about eight years old and the carcass was found floating in the dam on Friday," District Forest Officer Dr Ramesh Kumar told PTI. The dam is located in Gir forest division, Kumar said, adding that the lioness might have died about two days back. A panel of veterinary doctors conducted autopsy on the spot and the viscera of the animal was sent to the Forensic Science Laboratory in Junagadh for further examination. Villagers block road after local girl hit

Nahan, Nov 17 (PTI) A 21-year-old woman was critically injured when she was hit by a stone tossed up by the tyre of a truck passing through Rajpur village, following which villagers blocked the Rajpur-Badhana main road for over five hours today, police said. Neelam (21) was rushed to Paonta civil hospital and her condition was serious, DSP Paonta N S Negi said. The driver of the truck fled from the scene, after which agitated villagers blocked the main road, the DSP said. The administration and police persuaded the people to lift the blockade and normal traffic resumed at 6:00 PM, Negi said. He said the villagers agreed to end their agitation after Assistant Engineer of PWD assured them that steps would be taken to ensure that such incidents do not occur again. PTI PCL MNS

Car bomb kills seven foreign Shi'ite pilgrims in Iraq

BAGHDAD (Reuters) - At least seven Shi'ite Muslim pilgrims from Iran and Pakistan were killed in Iraq on Saturday when a car bomb went off by a restaurant in a city north of the capital, police and hospital sources said.

The attack took place a few days into the holy month of Ashura, which is of special significance to Shi'ite Muslims, who are targeted by al Qaeda's Iraqi affiliate and other Sunni Islamist insurgents.

Police said a parked car blew up near a restaurant on the outskirts of Balad, 80 km (50 miles) north of Baghdad, killing the pilgrims, who were travelling back to the capital from the Shi'ite holy city of Samarra.

A further 25 people were wounded in the blast, medics said.

Almost one year after the last U.S. troops left Iraq, al Qaeda's local wing has vowed to revive attacks against the country's Shi'ites in an attempt to reignite the kind of sectarian violence that drove the country to the edge of civil war four years ago.

Attacks against Shi'ites have often increased during Ashura, when Shi'ites commemorate the death of the Prophet's grandson Imam Hussein.

China's Xi praises Hu for voluntarily giving up power

BEIJING (Reuters) - China's president-in-waiting Xi Jinping has praised his predecessor Hu Jintao for voluntarily stepping down from both his party and military posts, promising to uphold his legacy of defence modernisation, state media said on Saturday.

Hu, who remains China's president until March's parliament session, relinquished the much more powerful post of Communist Party boss on Thursday at the close of the once-every-five-year congress that selects the party's new leadership line-up.

The question had loomed whether Hu would stay on as head of the powerful Central Military Commission, thereby preventing a full takeover of the party and armed forces by Vice President Xi.

Hu's predecessor Jiang Zemin remained chief of the military commission for two years after Hu took over as president and party boss.

"Chairman Hu, giving full consideration to the development of the party, country and military, voluntarily proposed no longer holding the positions of party general secretary or chairman of the military commission," the official Xinhua news agency cited Xi as saying.

"The entire 18th Party Congress respected Chairman Hu's willingness (to step down), and agreed to his request," Xi said at a military commission meeting held on Friday.

"Chairman Hu's very important decision fully showed his deep consideration toward the development of the Party, the country and military, and fully showed his foresight as a Marxist statesman and strategist, and his broad mind and noble character," Xi added, using typically turgid communist phraseology.

Hu had made modernising China's outdated, massive armed forces a key platform of his time in office, overseeing the launch of the country's first aircraft carrier and development of stealth fighters.

Xi said the military must "work hard to promote its revolutionary modernisation".

He added that the party must "unswervingly" remain in control of military, reflecting the leadership's determination to ensure that the People's Liberation Army remains the ultimate shield of their authority.

"Ensuring the absolute leadership of the party over the military ... concerns the lasting stability of the party and the country," Xi said.

Chandigarh, Nov 17 (PTI) Chief Minister Parkash Singh Badal today announced to double the cash amount of Shiromani Awards bestowed upon litterateurs, scribes, poets and other eminent personalities for their outstanding contribution in promotion of the Punjabi language, literature and culture. The sole motive to enhance the cash award was to give due recognition to the outstanding contribution made by these noted personalities for the promotion of the Punjabi language, literature and culture, he said addressing a gathering here. On the occasion, he felicitated 43 literary personalities with Shiromani Sahit Rattan and Shiromani Sahitkar awards. The CM said that personalities to be honoured with Shiromani Sahit Rattan award from next year would be given a cash prize of Rs 10 lakh instead of Rs 5 lakh. Similarly, the cash award for Shiromani Sahitkar award has been doubled and the recipients would get Rs 5 lakh from the next year. He also announced that to introduce another award to honour the enormous contribution of journalists of Punjab origin, who have settled abroad. Badal asked the Education Minister to ensure to hold a function every year to felicitate the litterateurs in respective fields. The Chief Minister said that it was the SAD-BJP government which enacted a legislation to make the use of Punjabi language in all government and semi-government offices mandatory and to introduce it as a compulsory subject in schools. IMF'S Lagarde says Greek deal should be 'rooted in reality'

An agreement among Greece's international creditors on reducing its large debt pile should be "rooted in reality and not in wishful thinking," the head of the International Monetary Fund said ahead of a tense meeting with European leaders.

Cutting short a visit to Asia to attend a eurogroup meeting on Tuesday in Brussels, Christine Lagarde, the IMF's managing director, told Reuters it was important that an agreement provide a lasting solution to Greece's debt to avoid prolonged uncertainty and further damage to the Greek economy.

"I am always trying to be constructive but I am driven by two objectives," she said in an interview, "to build and approve a program for Greece that is solid, that is convincing today, that will be sustainable tomorrow, that is rooted in reality and not in wishful thinking.

"The second objective is to maintain the integrity, credibility and quality of advice that we are giving, not for the Fund itself, which obviously is a concern of mine, but to lend that to the Europeans because that is what they are interested in," she said late on Saturday.

The IMF and euro zone governments are at loggerheads over how to reduce Greece's massive debt load, which is holding up the release of 31 billion euros in emergency loans to Athens.

Arsenal seize derby spoils after Adebayor sees red

REUTERS - Arsenal ruthlessly exploited Emmanuel Adebayor's moment of madness to come from behind and beat Tottenham Hotspur 5-2 in another eventful north London derby at the Emirates Stadium on Saturday.

Adebayor, who had given Spurs a 10th-minute lead against his former club in the Premier League's early kickoff, was shown a red card for a two-footed challenge on Santi Cazorla seven minutes later, and the visitors never recovered.

Germany defender Per Mertesacker equalised for Arsenal with a powerful header after 24 minutes, and Arsene Wenger's side scored twice in the last three minutes of the first half -- through Lukas Podolski and Olivier Giroud -- to take control.

Spaniard Cazorla made it four from Podolski's cross on the hour, and although Gareth Bale gave Spurs some hope, Theo Walcott rounded off the scoring in injury time as Arsenal produced a repeat of their 5-2 victory over Spurs in February.

"If we show that ambition and courage, we can climb right up the table," Walcott told Sky Sports. "I think we shut a few people up with how good we were today."

Wenger, whose team leapfrogged Spurs into sixth place before the later kickoffs, said: "People are there to question us when we are not at the top but I have great confidence in this team.

"I believe it has something special, and what we want to do now is show it on a consistent basis."

The day ended with Arsenal in high spirits, though the game's opening half-hour -- breathless and anxious -- reflected the mindset both sides had brought into the contest.

Arsenal, who had wasted a two-goal lead in their previous two games, were trying to deal with their worst start to a season since 1982-83. Tottenham, having beaten Manchester United in September, had just lost two in a row to give the critics of manager Andre Villas-Boas more ammunition.

There is not much a manager can do, though, when one of his strikers attempts to win an innocuous 50-50 ball by diving in with both feet off the ground around the halfway line.

Arsenal fans bayed for blood, and the referee, Howard Webb, showed Adebayor a red card.

Until then Spurs had looked the more threatening.

England forward Jermain Defoe brilliantly turned Mertesacker to latch on to Jan Vertonghen's lofted pass, and although Defoe's sidefooted shot was palmed away by Wojciech Szczesny, Adebayor was there to tap the ball into an unguarded net.

Both managers agreed with Webb's decision to send Adebayor off, though Villas-Boas said he had no plans to punish his player. "It was one of those things that can happen," the Portuguese said. "It was a normal situation when a player disputes a ball, there was no intention to do any harm."

Spurs winger Aaron Lennon had a chance to make it 2-0 before Adebayor was dismissed, but thereafter Arsenal responded well.

After Mertseacker's equaliser, Giroud forced two sharp saves from French compatriot Hugo Lloris.

In the 42nd minute, Podolski squeezed home Arsenal's second with a left-foot shot that squirmed off the heel of Spurs defender William Gallas, and just before halftime the excellent Cazorla rode a challenge, burst into the area, and crossed low for Giroud to turn the ball past Lloris.

Cazorla made it 4-1 on the hour before Bale drilled a right-foot shot past Szczesny from 20 metres to give Spurs hope.

"There were two key moments," Villas-Boas said. "When we (gave them) a 3-1 margin (at halftime), and when we had a couple of chances at 4-2.

"But the result does not leave us down. To play with 10 men for so much time ... I am proud of my players."

Walcott's future at Arsenal has become the subject of speculation, but after he slotted home in injury time, Wenger said: "Theo was tremendous, from the first minute to the last. I have not changed my mind in trying to keep him."

Financial Times Deutschland likely to be shuttered - report

FRANKFURT (Reuters) - German publisher Gruner + Jahr (G+J) is likely to decide to stop publishing Financial Times Deutschland (FTD), a German magazine reported, as the daily business newspaper has not managed to break even since its debut in 2000.

A decision to shutter FTD along with two other publications that draw on FTD editorial staff is expected at a meeting of the Gruner + Jahr's supervisory board next Wednesday, weekly Focus reported, citing company sources.

About 330 staff would lose their jobs, the magazine said.

A Gruner + Jahr spokesman described the report as "speculation." He said the publisher was currently considering several options for its business publications but added: "There is no decision."

FTD started as a joint-venture of Financial Times publisher Pearson and Gruner + Jahr, which is controlled by unlisted media giant Bertelsmann, but Pearson sold its 50 percent stake to its German partner in 2008.

Shimla, Nov 17 (PTI) Two rescue posts were today set up on either sides of Rohtang Pass to ensure safety of people crossing the 15,050 ft pass, which has been officially closed for vehicular traffic for the winter. The rescue posts were set up at Mari and Koksar on either side of Rohtang Pass. The rescue posts have been set up by the Kullu and Lahaul-Spiti district administration and Atal Bihari Vajpayee Mountaineering and Allied Sports Institute, Manali and rescue team will remain alert to meet any exigency, an official said. Director, Mountaineering and Allied Sports Institute, Capt Randhir Salhuria said that these rescue posts have been set up to help the people crossing Rohtang Pass. People should cross Rohtang only in clear weather conditions, he said. Salhuria said that people should register themselves at Marhi while going towards Lahaul-Spiti and at Khoksar while going towards Manali so that rescue team could help the people at the time of any emergency. The administration has appealed the people to cross the Rohtang Pas crest before 3 pm. Meanwhile, vehicles are plying between Lahaul and Manali frequently despite the fact that temperature has dipped below freezing point during night at Rohtang Pass. The Border Roads Organisation (BRO) has officially closed the Manali-Rohtang Road on November 10 for the vehicular traffic. Tribal people are crossing Rohtang in compulsion but the tourists are unaware of danger and going towards Rohtang. "Information board regarding closure of Rohtang road has been set up at various points and hoteliers, guides and tourists have been asked to not to go towards Rohtang Pass," said SDM Manali. The famous Butter Chicken that made Deena Naidoo South Africa's first Masterchef was very much on the menu as celebrities gathered at the Montecasino complex here on Thursday for the opening of the restaurant. Named after his ten-year-old daughter, the restaurant's name 'Aarya', Naidoo explained signified in Sanskrit the way of addressing a woman with lots of dignity and respect. The restaurant was part of the prize from leading hospitality group Tsogo Sun, who have provided professional backup for Naidoo to run the signature restaurant for two years at its Sun Square Hotel at Montecasino. "I think I was destined to win that competition and that is why I gave it my best. I was most stressed throughout the competition because I needed to perform at my optimal," he said talking about the cooking competition. Naidoo said he had decided even before he entered Masterchef that if he won, he would make sure that he promotes South African cuisine in all its diversity, and not just the Indian cooking that he prides himself on. Cop-turned-chain snatcher arrested

Visakhapatnam, Nov 17 (PTI) A suspended constable of Andhra Pradesh Special Police (APSP), wanted in over fourteen chain-snatching cases, was today arrested, police said. About 200 grams of gold ornaments and a motorcycle was recovered from the accused, police said. The accused- 30-year-old Nokku Prabhakar, a native of Madhurawada here, was earlier attached to APSP's 13th battalion at Adilabad and was suspended from duties few months ago for alleged misbehaviour, Additional Deputy Commissioner of Police (Crime) Mohamoud Khan told reporters here. Prabhakara wanted to lead a lavish life and in order to earn quick money, he started snatching gold chains and was arrested in August, but was later released on bail, Khan said. But after his release, he again started snatching chains and was also involved in burglary cases. Police caught Prabhakar today while he is trying to steal goods from a house in the city. During the interrogation, Prabhakar confessed that he was responsible for several chain snatching cases. The accused would be before court tomorrow, police said. PTI CORR NP

Rajahmundry (AP), Nov 10 (PTI) As part of its drive aimed at resolving land rows, the Andhra Pradesh government today distributed 424.50 acres land to 147 beneficiaries in Rampachodvaram mandal of East Godavari district. State Home Minister P Sabitha Indra Reddy said 3,300 acres of land will be distributed during the sixth phase of 'Land Distribution Programme' in the district. During the programme, the Revenue officials would also survey and finalise land that is to be distributed to the poor in the sixth phase of land distribution. So far, the government had distributed 7 lakh acres in five phases since 2004, she said, adding tribals in the agency areas will emerge as the biggest beneficiaries of the programme. MADRID (Reuters) - Two defeats in a week have ended Atletico Madrid's impressive unbeaten run at home and in Europe, and coach Diego Simeone has put it down to a loss of aggression.

Atletico lie second in La Liga, three points behind leaders Barcelona, after suffering their first defeat of the season 2-0 at direct rivals Valencia last weekend.

That reverse ended a 23-match unbeaten run in all competitions stretching back to last April, and was quickly followed by a surprise 2-0 defeat of a second-string side by Portugal's Academica in the Europa League on Thursday.

"We controlled both the games, but with a passiveness that does not favour us," the Argentine told a news conference ahead of Sunday's visit of near-neighbours Getafe.

"The team was positioned well on the pitch, but lacked directness, aggression down the wings, and did not create the chances we had been doing in the past.

"We need to recover the team's identity. It's not a situation that worries me."

Simeone's Atletico prefer to play on the counter-attack, allowing rivals to dominate possession, and the 42-year-old commented approvingly on Celtic's shock 2-1 midweek victory over Barcelona in the Champions League.

"The way a team plays depends on the characteristics of its players," he said. "The other day was a perfect example of the different styles.

"Barcelona had the possession and the chances, and Celtic, with three percent of the possession, won an incredible game."

China derides U.S. "Cold War mentality" towards telecoms firm Huawei

BEIJING (Reuters) - The United States is exhibiting a "Cold War mentality" with its fears that Chinese telecommunications equipment manufacturer Huawei poses a security risk because of its ties to the Communist Party, China's commerce minister said on Saturday.

The U.S. House of Representatives' Intelligence Committee warned last month that Beijing could use equipment made by Huawei, the world's second-largest maker of routers and other telecom gear, as well as rival Chinese manufacturer ZTE, the fifth largest, for spying.

The report cited the presence of a Communist Party cell in the companies' management structure as part of the reason for concern.

The state role in business prompted a U.S. congressional advisory panel to complain this week that Chinese investment in the United States had created a "potential Trojan horse".

"Can you imagine if China started asking U.S. companies coming to China what their relationship was with the Democratic or Republican parties? It would be a mess," Commerce Minister Chen Deming, himself a Communist Party member, told reporters on the sidelines of the 18th Party Congress, which will usher in a new generation of leaders.

"If you see me as a Trojan horse, how should I view you? By this logic, if the Americans turned it around, they would see that it's not in their interest to think this way."

All Chinese state-owned enterprises and a growing number of private Chinese firms have a Communist Party secretary at the top of their management structure. In most cases, the top management are themselves party members.

Neither Huawei nor ZTE is state-owned. Huawei is owned by its employees and ZTE by different institutions.

Suspicions of Huawei are partly tied to its founder, Ren Zhengfei, a former People's Liberation Army officer. Huawei denies any links with the Chinese military and says it is a purely commercial enterprise.

China's Commerce Ministry last month dismissed the U.S. suspicions as groundless.

"This report by the relevant committee of the U.S. Congress, based on subjective suspicions, no solid foundation and on the grounds of national security, has made groundless accusations against China," spokesman Shen Danyang said.

Major, civilian injured as youths open fire

Srinagar, Nov 10 (PTI) An army officer and a civilian were today injured in a firing incident in Pattan area of north Kashmir's Baramulla district, official sources said. The firing took place following an altercation between Major Maninderpal Singh and two youth working as his sources Firdaus Ahmad and Javed Ahmad at Par Mohalla in Pattan area, 30 kms from here, the sources said. The army officer, dressed in civvies, was carrying a pistol which was snatched by Firdaus and Javed who fired two shots before fleeing from the spot, the sources said. One bullet pierced through Major Singh's chest while another hit 70-year-old Ghulam Ahmad Mir in the leg, the sources said. The army officer was taken to a military hospital at the Badamibagh Cantonment here and operated upon, the sources said adding his condition is stated to be stable. While Javed has been arrested, search is on for Firdaus, the sources said. The sources said the army is investigating why the officer had left his 29 Rashtriya Rifles camp in civvies and without any escort. Srinagar-based Defence spokesman Lt Colonel J S Brar said he cannot comment on the incident as he was not able to get through to the General Officer Commanding (GOC) of the 15 Corps here. Muzaffarnagar, Nov 10 (PTI) A former district welfare officer, whose revelations had blown the lids off an alleged muti-crore scam in welfare department, has alleged direct involvement of a local Samajwadi Party leader here. Talking to reporters here yesterday, Rinku Singh Rahi alleged that certain officials of the department were trying to shield the SP leader. "Huge amount of money has been transfered in the SP leader and his relatives' bank account but the department did not take any action against him," Rahi claimed. The scam to the tune of Rs 44.33 crore was brought to notice by Rahi, who had staged a dharna in Lucknow in 2002. "Pakistan strongly supports the right of every girl child to education. We firmly believe that education promotes the values of tolerance and paves the way for progress and prosperity. "It also helps fight forces of extremism and intolerance," the statement said. UN Special Envoy Gordon Brown said efforts will be made to fulfil Malala's dream of education for all in Pakistan. He said millions of people around the world had signed a petition in support of Malala. However, leading rights activist Ansar Burney demanded that the government should move two other girls injured in the attack on Malala from Pakistan to a safer country without any further delay. After the shifting of Malala to Britain, the lives of the two other girl were at stake due to threats from terrorists, he claimed. Raipur, Nov 10 (PTI) Chhattisgarh Chief Minister Raman Singh today kicked up a controversy when he blamed "girlfriends, bikes and mobile phones" for the rising cases of road accidents in the state. Speaking at a seminar on 'Road Safety' at a medical institute, he expressed concern over rising number of youths dying in road mishaps. "If there is a good motorcycle, a good mobile and a good girlfriend then accidents are bound to happen," the chief minister said. He said nearly 55 to 60 per cent road accident victims are youth. "It's a common sight to see youngsters driving two-wheelers while talking on cellphones which often leads to accidents. Youths should avoid such habits," Singh said. He lamented that while people are ready to spend thousands of rupees to buy motorcycles but are reluctant to purchase helmets which cost just a few hundred rupees. Opposition Congress was quick to condemn Singh's remarks terming them as a ploy to divert attention from government's failure to curb road accidents. Mumbai, Nov 10 (PTI) City police, probing the Spanish musician rape case, today recovered the stolen money and valuables from the residence of the accused even as the victim left for her country. "A Sony camera, 70 Euros, 50 pounds, 17 cents, a Titan Raga watch and 2 American diamond earrings were among the things recovered from the residence of the accused at Reay Road in south Mumbai," Additional police commissioner Vishwas Nangare Patil said. The accused, Mohammad Badshah alias Anwar Mohammed Ismail Ansari, has confessed to the crime and is now in police custody, Patil said adding that "the victim left for her country on Thursday evening". Police have also recovered a mobile which the accused had stolen on the same night from another house before committing the offence at the residence of Spanish lady. During identification parade at Arthur Road jail on Thursday, the victim identified him as the one who robbed and sexually assaulted her after breaking into her flat in suburban Bandra in the early hours of Monday. Ansari has been booked for various offences including Sections 452 (house trespass), 392 (robbery), 376 (rape), 377 (unnatural sex) and 506 (criminal intimidation) of the Indian Penal Code. Incidentally, Ansari had been arrested on October 27 for committing robbery at the residence of Bollywood actor Dino Morea but was later granted bail in this case. Ahmedabad, Nov 3 (PTI) Alleged fraudster Abhay Gandhi, against whom police had issued a look-out notice for cheating people to the tune of Rs 180 crore, was today arrested at the airport here. The accused was held at the Sardar Vallabhbai Patel International Airport (SVPIA) in the city by the Crime Branch officials following a tip-off, police said. Gandhi, who had floated a company named AISE Capital, had allegedly duped many people across Gujarat after promising higher investment returns, had eluded the police since April 2011, police sources said. "We had received a tip-off that he had boarded a Bangkok-Mumbai-Ahmedabad flight and nabbed him as soon as he landed here," a Crime Branch official said. He returned to the city after he ran out of money, police said. Sources said Gandhi, who had started AISE Capital a few years ago, had gradually become popular for giving stock market tips and also called himself "Nifty King". His offices were located in Nehrunagar and satellite areas and he owned two high-end bikes and two luxury cars, police said adding he used people's money to lead a lavish lifestyle. Police sources said a majority of his investors were poor people, who were lured by the promise of high returns, adding none came forward to file a complaint against him fearing losing their money. Shimla, Nov 3 (PTI) The delimitation of assembly constituencies in Himachal Pradesh has stumped several senior state leaders as they have been deprived from casting votes in their native constituencies. Chief Minister Prem Kumar Dhumal is contesting from Hamirpur but would cast his vote in Bhoranj constituency as his native Samirpur has now become a part of Bhoranj. Former chief minister and HPCC president Virbhadra Singh, contesting from Shimla(Rural), would cast his vote at Rampur, Irrigation and Public Health minister Ravinder Singh Ravi, who is contesting from Dehra would be casting his vote in Jaisingpur segment while Food and Civil Supplies minister Romesh Dhawala, seeking re-election from Jwalamukhi would cast his vote in Dehra constituency. Kannur,Nov 3 (PTI) Kerala Chief Minister Oommen Chandy and KPCC President Ramesh Chennithala today attended a remembrance meeting organised in memory of Congress leader N Ramakrishnan, who passed away last month. The meeting was organised by the Kannur District Congress Committee. Chandy lauded the contributions made by Ramakrishnan as a congress leader and also as a minister. "Ramakrishnan's contributions will be remembered forever," Chandy said. Ramakrishnan, during his period as a Labour minister, had worked for the welfare of the people, he said. Chennithala also lauded the late leader's contributions for the Congress party. Ramakrishnan passed away last month after prolonged illness. PTI COR TKK BN

Clinton calls up Khurshid, thanks for getting US dialogue

Secretary of State Hillary Clinton today called up external affairs minister Salman Khurshid and thanked him for India's leadership role in securing the dialogue partner status for the US in Indian OCean Rim Association for Regional Cooperation.

The phone call from Clinton came a day after the US was inducted as a dialogue partner in the 20-nation IOR-ARC grouping at its meeting in Gurgaon, following hectic behind-the-stage diplomacy led by India.

The US has joined the grouping of as the sixth dialogue partner after China, Japan, the UK, France and Egypt. During the about 15-minute telephonic conversation with Khurshid, Clinton emphasized the importance of Indo-US relations and the need to carry them forward, official sources said.

Clinton invited Khurshid to visit the US next year, they said. Khurshid conveyed to Clinton "deep sympathies" over the devastation caused in the US by superstorm Sandy, official sources said. Clinton recalled Khurshid's visit to the White House as a member of Indian delegation led by the then Prime Minister P V Narasimha Rao in 1990s. She also congratulated him on assuming the charge of External Affairs Ministry.

Italy hopes India will let it try marines

Italy's defence minister has offered encouragement to two Italian marines held in India since February for the deaths of two Indian fishermen mistaken for pirates.

Sounding emotional, defence minister Giampaolo di Paola spoke to the marines today via video and audio hookup shown on Italian TV. He told them he was "confident" India's Supreme Court will recognise Italy's right to try the pair in Italy and that they would soon return home.

The marines have been held in India since February, when, while providing security on a cargo ship, they allegedly shot the fishermen. Italy insists the incident occurred in international waters and Rome should have jurisdiction. India claims the ship was in Indian territorial waters. The marines expressed thanks for Italy's support in the dispute, which caused diplomatic tensions.

Major fire at Ghaziabad packaging factory

Ghaziabad, Nov 3 (PTI) A major fire today broke out at a packaging factory in Sihani Gate area of the district, police said. Over a dozen fire tenders from Ghaziabad, Meerut, Gautam Budh Nagar, Hapur and Hindon Air Force station were pressed into service to douse the flames, they added. Some persons were reportedly injured in the fire, as over 60 persons were working inside the factory when the fire started, sources said. Senior district officials, including District Magistrate Aparna Upadhaya, Senior Superintendent of Police (Ghaziabad) Prashant Kumar and SP City Shivshankar Yadav, had also reached the spot. "The cause of the fire is yet to be known. The matter is being probed," Yadav said. The company management has claimed that the factory was equipped with fire-proof arrangements and will investigate into what started the fire. Crude oil seeps into paddy fields

Nagapattinam (TN),Nov 3 (PTI) Crude oil from an abandoned Oil and Natural Gas Commission owned pipeline seeped into some paddyfields in a village in the district today, triggering panic among farmers. Farmers of Anaimangalam village near Kilvelur were shocked to find crude oil layer over their fields this morning and their crops damaged due to the oil spill. The ONGC Cauvery Project headquartered at Karaikal has its production installation at the village and pipelines, which run through Anaimangalam, Karumangudi and Pakkur villages, had been laid for transporting the crude oil to the CPCL's refinery at another nearby village. Alleging that the pipelines had developed breaches leading to the spill, three of the affected farmers lodged a complaint with police stating that crude oil had seeped into ten acres of their paddy fields. However, ONGC authorities pointed out that there were no breaches or cracks in any of the pipelines being used in production at present. Analysis by ONGC Engineers has revealed that the crude oil seeped from an old pipeline, running deep down near the paddy fields, which was abandoned during September this year, after detection of oil leak. They had replaced it with a new one, ONGC sources said. "Preliminary investigation suggests that the oil deposit due to that seepage would have surfaced now, probably due to the recent heavy rains," said an ONGC official. Kilvelur area recorded the highest rainfall in the district early this week due to cyclone 'Nilam.' "Our Engineers are analysing the situation and will take steps to remove the oil layers from paddy fields. Steps have also been taken to find a permanent solution and ensure that farmers do not face any further issues," the official said. The extent of damage, exact number of acres affected are being assessed, the official said, adding, suitable compensation would be offered. President of Farmers Protection Forum Dhanapalan said the oil spill would turn the farmland unusable for three years minimum. Cheat arrested for duping people into buying sold cars

New Delhi, Nov 3 (PTI) Delhi Police has nabbed a 'high- profile' cheat whose penchant for imported cars and luxurious lifestyle led him to defraud people and dupe them into buying already sold vehicles. 27-year-old Sumit Walia is also accused of cheating girls of money after 'impressing' them with luxurious lifestyle and smooth talk. Walia's acts came to light after an NRI, Benoy Berry, who is also Counselor of Burundi to India, registered a complaint where he alleged that the former had cheated him of Rs 2 crore. He said Walia sold him a Range Rover and a Porsche in 2007 but never delivered the transfer documents or papers of the vehicles despite several requests. In fact, in 2010, the accused took away the vehicles in Berry's absence and started avoiding him, prompting the latter to approach police. Police later found that the accused had sold off the vehicles to another buyer as they were not registered in the name of the complainant. A college dropout, Walia had tried to make it big in London but failed and returned to India, police said. The accused is also involved in several criminal cases as well as cases of Directorate of Revenue Intelligence and Customs. Walia ventured into the business of selling imported cars to ultra rich buyers and started acting as a dealer for imported cars. His lifestyle saw his expenses outgrow income and he started cheating people, police said. Police said he also took advance from several people but never delivered the cars promised to them. Stabbed schoolboy struggles for life

Chaibasa (Jharkhand), Nov 3 (PTI) The boy, who was stabbed by a man in the premises of a primary school at Diggilota in West Singhbhum district, was struggling for his life at Tata Main Hospital here. "He is on a ventilator in the Critical Care Unit of Tata Main Hospital here," a doctor attending upon him said. The boy, Simnath Diggi, and a girl student Jasmine Murmu, had been stabbed in the school campus by Madan Gope during school hours on November 1. While six-year-old Jasmine died of her injuries on the same day, Diggi was admitted to Tata Main Hospital in a serious condition, Suraj Oraon, Officer-in-charge of Sonua police station, said. Oraon told PTI that they have arranged Rs 15,000 for the family members of the victim boy to meet the expenses for his treatment. Earlier, the knife-wielding man had attacked the two children who allegedly created noise while attending the class, the police said. Case filed against Karnataka Law Minister Suresh Kumar

Bangalore, Nov 3 (PTI) Spelling fresh trouble for Karnataka's ruling BJP, police today booked a case against Law Minister S Suresh Kumar and two others for allegedly denotifying over four acres meant for construction of houses for slum dwellers. Bangalore Metropolitan Task Force police registered a case against Suresh Kumar, M Krishnaiah Setty, former Housing Minister, and V P Baligar, former Principal Secretary to then Chief Minister for allegedly denotifying four acres 20 guntas (one gunta is about 1,086 sq ft) at Laggere in Bangalore North taluk. The case was filed under provisions of the Prevention of Corruption Act- 1988 and CRPC, acting on a complaint filed by one Dinesh Kallalli. Kallalli said in his complaint that in 1982, 4.2 acres in survey number 9/2, which belonged to K Gopinath, brother of senior RSS leader Narahari, was notified to build houses for the financially weaker and downtrodden sections. The process of land acquisition process was completed in 2003 and six years after the land came into its possession, the Karnataka Slum Development Board commenced construction of houses by calling for tenders. When the construction process was in the final stage, the B S Yeddyurappa government took the decision to denotify land in 2009 under the alleged influence of Suresh Kumar who was the Law Minister then. Kallalli charged the decision to denotify the land was taken to help Gopinath though the KSDB stoutly objected, alleging it was against the interest of the weaker sections and also that the tender process had almost been completed. But the government went ahead with its decision, he alleged. Meanwhile, Suresh Kumar told PTI from Bellary that "I am not a minister incharge of Bangalore or Bangalore Development Authority, it is held by the Chief Minister.
