Jammu, Oct 27 (PTI) Jammu Province People's Forum (JPPF) today said the need to celebrate Jammu and Kashmir's accession with India arises because in no other state "people" challenge the rationale of merger with the country. JPPF, an amalgam of more than 50 social, commercial and other organisations, celebrated the Accession Day here today. Speaking on the occasion, JPPF president, retd justice Pavitra Singh said, "the question arises why and what is the need of the celebration of this day as almost all states which acceded with the dominion of India do not celebrate their accession day." "Nowhere in India, the accession of even a single state is challenged whereas in case of J&K it is. Hence there is a drastic need of celebration to make people aware of the fact of the state regarding accession," Singh said. "Kashmir centric people" are misleading the public by giving wrong information and are following Germany's Information Minister Gobbles propaganda which says that hundred lies make the truth, he said. Wilshere returns for Arsenal after 14 months absence

LONDON (Reuters) - Jack Wilshere, who last played for Arsenal in the final game of the 2010-11 season, was named in the starting lineup for their Premier League game against Queens Park Rangers at the Emirates Stadium on Saturday.

Arsenal defender Bacary Sagna also returns for his first match of the season after recovering from a broken leg.

Wilshere has been out for 14 months with ankle problems, but after playing for Arsenal's Under-21s and being on the bench for last week's game at Norwich City, manager Arsene Wenger restored him to the starting lineup.

Arsenal go into the game looking for a win following successive defeats against Norwich in the Premier League and Schalke 04 in the Champions League while QPR seek their first Premier League win of the season.

Roma's Zeman takes another swipe at Agnelli and Juventus

ROME (Reuters) - AS Roma manager Zdenek Zeman has accused Juventus and the Agnelli family of failing to reform Italian football while they had the game "in their hands for 20 years".

Juventus president Andrea Agnelli said on Friday that Italian football was in need of drastic reform if it was to reverse a dramatic decline at domestic level during which it lost its fourth Champions League place to Germany.

Zeman, who has been frequently critical of Juventus, resumed hostilities by suggesting that the Turin club should have looked to reform Italian football while they were in charge of the game.

"Agnelli said that the system of Italian football is going through a period of rapid decline. I think he's right, there is need for reform, a need to improve," Zeman told reporters in the leadup to Roma's match with Udinese on Sunday (1945 GMT).

"The thing is that it's something that everyone says, meanwhile it's another thing altogether that they (the Agnellis) had football in their hands for 20 years and there was all the time needed to make those improvements."

Agnelli said Italian football was in need of drastic reform on Friday, saying that the present structure was like a local sports club and not appropriate for a multi-million euro business.

"We support a structural reform of professional football ... those who don't condemn Italy to being marginalised in Europe and the world," he told a Juventus shareholders' meeting.

"Reform of the league, the number of professional clubs and the youth sector. Reform of the status of professional sports, currently governed by a law from 1981 - trademark protection, stadium regulations.

"Comprehensive reform of sporting justice, which cannot deal with investments worth millions of euros as though they were a dispute in a local sports club."

U.S. presidential race still virtually even - Reuters/Ipsos poll

President Barack Obama holds a narrow lead of 2 percentage points over Republican challenger Mitt Romney in Reuters/Ipsos poll results released on Saturday, leaving the race effectively tied as fewer voters say they are likely to change their minds.

Obama led Romney by 47 percent to 45 percent among likely voters, a slim margin within the daily national online tracking survey's credibility interval.

The poll also found that 88 percent of registered voters now say they will definitely vote for their candidate, leaving just 12 percent who say they could change their minds, 10 days before Election Day on November 6.

An average of about 15 percent said they could switch contenders in Reuters/Ipsos polling last week.

Nearly one in five - 18 percent - said they had already cast their ballots. Among those, Obama led 55 percent to 41 percent for Romney. That result is not considered predictive because more Democrats vote early than Republicans.

The survey was conducted October 23-27. It sampled 1,665 registered voters and 1,291 likely voters.

The precision of Reuters/Ipsos online polls is measured using a credibility interval. For this survey, the credibility interval is plus or minus 2.7 percentage points for registered voters and 3.1 for likely voters.

Russia activists detained after opposition council meets

MOSCOW (Reuters) - Three prominent opponents of Russian President Vladimir Putin were briefly detained at a protest in central Moscow on Saturday that followed the first meeting of a new opposition body elected in an online vote.

Police arrested politicians Alexei Navalny, Ilya Yashin and Sergei Udaltsov as they tried to take part in a march of several dozen opposition supporters after the inaugural session of the newly-formed Coordination Council.

The opposition group, which met in a Moscow cafe, is tasked with trying to mount a structured challenge to Putin, who assumed the presidency in May for a six-year term.

"They gave us the mandate of trust and made us responsible for coordinating efforts of dozens, hundreds, thousands and millions of people who want positive changes in our country," said Navalny, a popular blogger who collected most of the votes.

While Putin has faced spirited dissent since returning to the presidency for his third term, his critics have so far failed to make significant inroads into his grip on power.

More than 81,000 people took part in the vote, underscoring the scale of the challenge the opposition faces in a country with a population of 142 million people.

After some bickering on Saturday, the new group of 45 leaders agreed to hold the next rally in December to mark the anniversary of the first anti-Putin protests.

Opposition supporters shouted "Shame!" as police ushered Navalny, Yashin and Udaltsov into police vans. The three were released after several hours at the police station and face fines of up to 30,000 roubles (about $1,000) or up to 50 hours of community work for violating public order.

Their arrests followed the detention this month of activist Leonid Razvozzhayev who said he was abducted in Ukraine and tortured.

Kremlin critics in Russia and abroad say the detentions signal a crackdown on dissent since Putin started his new term.

"Reports about new arrests of democratic opposition activists in Moscow. Many signs points at a much harsher regime attitude," Swedish Foreign Minister Carl Bildt wrote in his Twitter microblog.

KREMLIN SCORNFUL

The Kremlin, which has so far ignored the opposition vote, poured scorn on the Council's first session saying that the new leaders were not capable of proposing a constructive agenda or moving the country forward.

"The fact that the opposition is debating how to mark the anniversary of its protests shows that they are looking into the past, not the future," Interfax quoted Aleksei Chesnakov, one of the leaders of pro-Kremlin party United Russia, as saying.

Sergei Mironov, leader of left-leaning Just Russia party which holds 64 seats in the parliament, threatened to expel two of his party members who were elected in the Council and said anti-Kremlin protesters were turning into a sect.

Communist leader Gennady Zyuganov told his party congress that he had warned leftist Udaltsov against siding with "liberals" like Navalny and Yashin who dominate the Council.

Police said the three activists arrested on Saturday were detained for public order violations. It said the protest was not sanctioned by Moscow authorities, as required by law.

While pro-Kremlin television channels barely mentioned the Coordinating Council meeting, they gave plenty of air time to the launch of billionaire Mikhail Prokhorov's new party Civil Platform which pledged to pursue a liberal economic agenda.

Prokhorov, a tycoon whose fortune is estimated by Forbes magazine at $13 billion, said he will now hand over the management of his business assets to partners and focus on politics.

The businessman challenged Putin in the March election, but critics said he had been picked by the Kremlin as a token opposition figure. He collected almost 8 percent of the vote.

"From this day I will only engage in political activity and nothing else," Prokhorov told his supporters. "There is an opinion that here one can either be with the Kremlin or with the Coordination Council. This is not true."

Federer to face Del Potro in Basel final

BASEL (Reuters) - Roger Federer and Juan Martin del Potro will meet on Sunday for the first time since their epic Olympic Games clash after both beat French opponents to reach the final of the Basel Open.

Argentine Del Potro overpowered Richard Gasquet 6-2 6-2 to reach his fifth final of the year while world number one Federer met more resistance before beating Paul-Henri Mathieu 7-5 6-4.

Federer has spoiled what has otherwise been an excellent year for Del Potro, winning all six of his meetings against the Argentine on a mixture of clay, grass and hard courts.

The most recent of those was their astonishing Olympic semi-final at Wimbledon where Federer won a 36-game final set.

Del Potro, who claimed his third title of the year in Vienna last week, also lost to Federer in the quarter-finals of the Australian and French Opens, the Rotterdam final, the Indian Wells quarter-final and the Dubai semi-finals.

Overall, Federer has won 13 out of 15 meetings with Del Potro whose only wins over the Swiss were at the U.S Open final in 2009 and at the World Tour Finals the same year.

"You have to hit winners all the time and see if you have a chance to win, there are very few players who can beat him," Del Potro told reporters.

"This year, I have lost to him six times already, I was very close at the Olympics and I was ahead at the French open."

"It will give me a chance to measure myself against him and see how far I have come."

"The important thing is to keep getting closer to the top five," added Del Potro, who has edged his way back towards the top despite a series of injuries including a wrist problem which forced him to miss most of the 2010 season.

Gasquet provided some resistance for the first four games which all went with serve.

Del Potro then won the next four games to take the first set which he wrapped up with his third ace of the match.

Both players lost their opening serve in the second set and, although Del Potro's serve was not at its best, he was still far too powerful for the Frenchman, running out an easy winner to win his eighth match in a row.

Federer did not have to face one break point against Mathieu, converting two of the four that came his way to ease into the final of his hometown where he will be looking for a sixth title on Sunday.

There would be no mid-term polls, says Digvijay Singh

Congress General Secretary Digvijay Singh today ruled out the possibility of mid-term polls in the country and expected "smooth functioning" of the upcoming Parliament session.

"(There will be) No early...nor mid-term polls and the upcoming Parliament session would go smoothly," Singh said during a press conference here today. On reports of strained ties between UPA parties, Singh said, "There were always difficulties in coalition governments, which, the UPA government, too, is facing".

Alleging that the BJP had always made an issue of the development measures taken by the Congress-led UPA government, Singh said, "I am shocked that the BJP had opposed implementation of VAT, de-regulation of petrol and FDI in retail, which the erstwhile NDA government had decided to effect in its policies".

The BJP-ruled states were not providing any relief in tax or providing subsidy to consumers, he alleged. On the issue of subsidised LPG cylinders, Singh said, the Congress leadership was considering to raise the number of subsidised cylinders to at least nine and the BJP-ruled states should also provide three more subsidised cylinders to consumers. The former Madhya Pradesh Chief Minister claimed that there was no discord within the state congress committee, led by Kantilal Bhuria.

Meanwhile, when asked about Singh's comments on the sidelines of a function here today, Chief Minister Shivraj Singh Chouhan said he did not want to indulge in any allegation and counter-allegation game. "I will appeal to everyone cutting across the party lines that they should not give a political colour to any development works," he said. "I do not want to spend my energy on what he (Digvijay) told media," Chouhan added.

Late Arteta goal gives Arsenal win over QPR

LONDON (Reuters) - A late Mikel Arteta goal ended some determined resistance from Queens Park Rangers as Arsenal beat the Premier League's bottom club 1-0 at the Emirates Stadium on Saturday.

Arteta struck from close range after 84 minutes, turning the ball in from the rebound after the ball hit the bar.

The goal came soon after Rangers' Stephane Mbia was sent off for lashing out at Arsenal defender Thomas Vermaelen.

He was the ninth QPR player to be red carded during 2012.

Reading and Fulham drew 3-3 in a thriller at the Madejski Stadium, Wigan Athletic beat West Ham 2-1, Aston Villa drew 1-1 with Norwich City and Stoke City and Sunderland drew 0-0.

Champions Manchester City were playing Swansea at the Etihad at 1630GMT.

Arsenal's win halted a run of two successive defeats to Norwich City in the Premier League and Schalke 04 in the Champions League over the last seven days.

The Gunners welcomed back Jack Wilshere after the England midfielder missed the last 17 months with ankle problems and he played well for the 67 minutes he was on, helping Arsenal move into fourth place while QPR are still without a win in their opening nine league games and have only three points.

Arsenal manager Arsene Wenger told Sky Sports the victory came as a relief after a difficult week.

"When you lose two games the confidence goes quickly and for us today the most important thing was to win the game," he said.

"It was a fight against a good QPR side and a fight against our nerves. But QPR are a good team and they will not stay bottom of the league."

SIX-GOAL THRILLER

Reading and Fulham shared the points in a six-goal thriller which left Reading still looking for their first win of the season, although they moved up a place from 19th to 18th, ahead of Southampton who play Tottenham Hotspur on Sunday.

Mikele Leigertwood put Reading ahead with a fine strike after 26 minutes before Brian Ruiz equalised for Fulham in the 61st minute three minutes after coming on as a substitute.

Chris Baird put Fulham 2-1 up after 77 minutes but had to go off after injuring himself on the advertising hoardings as he celebrated his goal.

Three goals then followed in the closing stages as Gareth McCleary made it 2-2 after 85 minutes before Dimitar Berbatov looked to have scored Fulham's winner two minutes from time with a thunderous drive.

Then, almost with the last kick, Hal Robson-Kanu earned Reading a point, scrambling home from close range.

Goals from Ivan Ramis and James McArthur gave Wigan their second win of the season and halt West Ham's strong start to the season despite a late reply by James Tomkins.

Aston Villa continue to labour towards the relegation zone after a disappointing home draw with Norwich.

Villa, whose manager Paul Lambert was up against his old club, were reduced to 10 men when Joe Bennett was sent off early in the second half.

They had taken the lead through Christian Benteke but Michael Turner replied for Norwich late on.

Indore, Oct 27 (PTI) Congress general secretary Digvijay Singh today said he would soon expose "real owners" who are allegedly holding benami flats in controversial Adarsh building. Adarsh, the 31-storey highrise in south Mumbai, became the centre of controversy following allegations that ineligible persons, including politicians and bureaucrats among others, had got membership to the society. "I will soon release names of real owners who own flats in Adarsh Housing Society," Singh told reporters. Taking a swipe at BJP president Nitin Gadkari over controversy surrounding flowing of funds into the companies that invested in Poorti Sugar and Power Limited (PSPL) promoted by him, Singh said, "Adarsh ke tale bhi koi driver ho sakta hai...(There can be a benami flat registered in someone else's name in Adarsh Society as well)". He was referring to media reports claiming that Gadkari's driver was a director in one of the companies. On Ashok Chavan, Singh said, "he was asked to step down as Maharashtra chief minister after it came to light that some of his relatives owned flats in the highrise. Adarsh was builders cooperative society and not run by the state government." The former Madhya Pradesh chief minister alleged that BJP-ruled Chhattisgarh government had allocated a coal block to party MP Ajay Sancheti's firm even though it did not fulfil the criteria for conducting commercial mining. "Gadkari ki pol khul gayee hai...unke Sancheti parivar se sambandh hain..( Gadkari stands exposed...He has relations with Sancheti family)," he alleged. Even a CAG report for 2010-11 had pulled up the Raman Singh government over the allocation, Singh said. On allegations of financial irregularities in a trust run by Union Minister Salman Khurshid and that of corruption against former Himachal Pradesh chief minister Virbhadra Singh, he said they had clarified their respective positions. Gadkari refutes allegations by Kejriwal; says ready for probe

BJP president Nitin Gadkari on Saturday denied allegations that the Purti Group, a cooperative society with which he was associated, had fictious shareholders and that a company close to him had unduly benefitted when he was the PWD minister in Maharashtra.

"In any company there are many shareholders. We have to raise the capital.... There are 10,000 shareholders. Some of them are industrialists, traders, businessmen, NRIs. Anybody can be a shareholder," Gadkari told a television news-channel. He was responding to allegations that 18 companies which own 80 percent of the shares in the Purti Group were not located on the addresses mentioned on the website of the group.

Activist Arvind Kejriwal had targeted Gadkari accusing him of being involved in murky financial dealings. On the charge that he had unduly benefitted a road building company owned by "friend", Gadkari refuted the allegation of any quid pro quo. Asked if the addresses were fictitious, Gadkari said there is a possibility that the addresses may have changed.

"A lot of stakeholders have changed their addresses. There are 10,000 stakeholders," the BJP president said, adding that he cannot be expected to have ready details but expressed confidence that he could furnish addresses of all of them. The BJP chief maintained that the income-tax department has scrutinised his accounts.

He also clarified that soon after becoming the BJP president he had resigned from Purti Group and disagreed with the suggestion that there was a conflict of interest in his being a leading politician and a businessman. Gadkari also refuted Congress general secretary Digvijay Singh's allegation that he has been collecting money and channelising his ill-gotten wealth through shell companies.

"I am ready for any inquiry...Digvijay Singh has been making charges for a long time...first of all these companies do not belong to Purti Group (they only bought shares)," he said. Gadkari defended his association with a contractors and businessmen saying " I can accept equity from anyone. There is nothing wrong...many contractors are my friends".

Ferdinand's 'Kick it Out' protest angers Ferguson

LONDON (Reuters) - Manchester United manager Alex Ferguson accused Rio Ferdinand of embarrassing him on Saturday after the defender failed to wear a t-shirt in support of an anti-racism campaign.

On Friday, Ferguson said his players would be wearing the shirts in their warm-up to lend support to an awareness week for the Kick it Out anti-racism organisation despite some black players threatening to boycott it.

Ferdinand's brother Anton was at the centre of a court case this year where former England skipper John Terry was accused of racially abusing him.

While Chelsea captain Terry was found not guilty, he still received a four-match ban from the English Football Association.

"At the press conference yesterday I spoke to the press about it. It is embarrassing for me. He will be dealt with, no doubt about that," Ferguson told Sky Sports in reference to Rio.

Reading's Jason Roberts was criticised by Ferguson on Friday after the striker said he would not support the Kick It Out campaign given what he perceived to be a lack of progress in ridding the game of racism.

Ahmedabad, Oct 20 (PTI) The Election Commission which had sealed 250 of the 272 printing presses in the city yesterday for failing to file declaration about printing jobs undertaken by them were de-sealed today after they complied with the directive, district election officers said today. "As almost all of them have filed their declaration, de-sealing orders have been issued," district collector and chief district election officer Vijay Nehra told reporters today. Filing of declaration of printing jobs is mandatory under the Representation of People's Act with the Model Code of Conduct coming into effect following the announcement of poll dates, he said. Ahmedabad, Oct 20 (PTI) Around 3,000 dalits were detained across Gujarat today during their state-wide protest against the alleged inaction by police in arresting culprits of Thanagadh killings. While 200 of them were detained here, 100 people were taken into custody in Vadodara, 300 activists in Surendranagar and Patan districts and 200 people were detained in Surat, police said. The protest began from Babasaheb Ambedkar's statue near Sarangpur here. Traffic remained affected for several hours after agitators blocked the road. Gujarat Pradesh Congress Committee (GPCC) vice-president Girish Parmar said the state government was "insensitive" to the threat faced by Dalit community in the state. He said none of the BJP dalit leaders turned up for the protest. "In the last 40 days, eight dalits have been killed across the state, three dalit women have been raped and seven murder attempts have been made against the community," Parmar claimed. Dalits from Thangadh are on indefinite fast for the last ten days demanding justice for families of the deceased. Three persons, including a boy, were killed after police opened fire in air at Thangadh town in Surendranagar district following violent clashes involving Dalit and Bharwad communities on September 22. Johannesburg, Oct 20 (PTI) Lasith Malinga returned with a five-wicket haul but Chennai Super Kings still went on to post a challenging 173 for eight against Mumbai Indians in an inconsequential Group B match of the Champions League Twenty20 here tonight. Even before the first ball was bowled, the match was rendered a deadrubber after Lions notched up a five-wicket victory over Yorkshire today to become the second team from Group B to reach the semifinals, thus knocking out both Chennai and Mumbai Indians. However, CSK openers du Plessis (52) and Murali Vijay (39) lifted the spirit of the spectators who had thronged the New Wanderers stadium as they notched up an entertaining 86-run opening stand in just 49 balls, studded with 10 fours and three sixes. M S University professor held for ragging student

Vadodara (Gujarat), Oct 20 (PTI) A faculty member at M S University of Baroda was today arrested for allegedly ragging, along with senior students of his department, a junior student on the campus, police said. "Prof Mayur Gupta of the Department of Architecture was apprehended on charges of ragging first year student Harshvardan Sutariya on the campus," Sayajigunj Police Inspector A B Saiyed said. We have recorded statements of officials of the Architecture department as the part of investigations and arrested Gupta under sections 342 (punishment for wrongful confinement), 143 (punishment for being a member of unlawful assembly), 203 (K) (giving false information respecting an offence committed) of Indian Penal Code (IPC), he said. The incident came to light after Harshvardhan's father Ramesh Murar Sutariya filed a complaint with police two days ago. Police said a video clip showing the ragging incident, involving Gupta and senior students, including a girl, of the University was submitted by the complainant besides other documents including recordings of conversations on Harshvardhan's mobile phone. Tight security as international cricket returns to Pakistan

KARACHI (Reuters) - Top-level security involving more than 5000 police and para-military officials was in place on Saturday as cricket-starved fans in Pakistan finally got to see some live international action for the first time in more than three years.

The country has been a no-go area for international athletes since March 2009 when militants attacked the Sri Lankan cricket team in Lahore, which left six Pakistani policemen and a van driver dead.

On Saturday, local officials and security personnel put an elaborate security plan into place for the first of two Twenty20 exhibitions in which a Pakistan All Star XI took on an International World XI side.

"We had drawn up a proper security plan for the teams and even their routes were kept a secret," DIG police Shahid Hayat, who supervised the security operation, said.

A convoy of 12 police vans with an ambulance in tow drove the teams into the stadium.

"We know how important these matches are to convince the international cricket community that Pakistan is still a safe place for visiting teams," the Governor of the Sindh province, Dr Eshratul Ebad, told reporters.

World XI skipper Sanath Jayasuriya, who led a team mostly made up of former internationals, added: "It is a grand occasion for Pakistan cricket and we are happy to be part of these matches."

PSG hit the top after Gameiro floors Reims

PARIS (Reuters) - Paris St Germain went to the top of Ligue 1 on Saturday after a Kevin Gameiro header clinched a hard-fought 1-0 home victory over Stade Reims.

Reims had a chance to go in front in the 40th minute but Diego's penalty was saved by goalkeeper Salvatore Sirigu after Gregory van der Wiel had handled.

Gameiro, who scored twice last month in the only other league game he has started this season, then headed in a neat cross by Maxwell in the 65th minute.

PSG have 19 points from nine games, ahead on goal difference from Olympique Marseille who visit bottom club Troyes on Sunday (1900 GMT). Reims are sixth on 14 points.

The hosts struggled with an experimental midfield in the first half but Gameiro went close in the 29th minute when his effort was cleared off the line by full back Aissa Mandi.

Race tightens for Obama, Romney ahead of final debate

WASHINGTON (Reuters) - The race between President Barack Obama and rival Mitt Romney has tightened in the days before their final televised debate, with the Republican closing the gap on Obama's slight but steady lead in a Reuters/Ipsos online poll.

Data from the daily tracking poll released on Saturday showed the Democratic incumbent with a small lead over the former Massachusetts governor, but the margin has narrowed from Friday and from results earlier in the week.

Forty-six percent of likely voters said they would vote for Obama in the November 6 election, while 45 percent said they would back Romney.

On Friday, Obama was ahead by three percentage points at 46 percent compared to 43 percent for Romney.

"Our numbers have shown ... Obama fairly steadily ahead by three points over the last couple of days and today's data does show a tightening in those numbers," Ipsos pollster Julia Clark said.

"It's very much neck and neck. I anticipate actually that we're going to see these numbers neck and neck all the way to Election Day."

Romney got a big boost from his strong performance in the first debate on October 3 with Obama, who was widely judged to have given a passive, lackluster performance.

The president charged back with a sharper appearance in their second debate on October 16, comforting frustrated Democrats. While opinion polls showed most viewers thought Obama won that debate, Clark said he did not, in the end, get a noticeable bounce in the polls as a result.

"I wouldn't say that we saw a second-debate bounce for either candidate," she said, while predicting that the third and final debate on Monday would not affect the race dramatically unless one of the candidates made a significant gaffe.

The final debate focuses on foreign policy. Obama is spending the weekend at the presidential retreat at Camp David in Maryland to prepare, and Romney is doing the same in Florida, a battleground state where the debate will be held.

Though national polls give a sense of the mood of the electorate, the winner of the White House race will be determined by electoral votes from a handful of states such as Ohio and Florida that swing, historically, between voting for Republicans and Democrats in presidential elections.

A RealClearPolitics average of polls on Saturday showed Obama ahead in Ohio by 2.5 percentage points and Romney ahead in Florida by 2.1 percentage points.

The precision of Reuters/Ipsos online polls is measured using a credibility interval. In this case, the poll has a credibility interval of plus or minus 3.0 percentage points for likely voters.

Pronouncing the judgement, Additional Sessions Judge R S Chaudhary directed the state Government to pay Rs one lakh compensation to the family of the 13-year-old girl, who was raped by her uncle in 2011. The victim's uncle was sentenced to life in prison by the court and also asked to pay a fine of Rs 25,000. S.Africa police and protesters clash near mine shaft

JOHANNESBURG (Reuters) - South African police fired tear gas and rubber bullets at protesters hurling petrol bombs after a march on an Anglo American Platinum mine turned violent overnight, the latest sign of festering labour unrest.

Africa's top economy is under increasing pressure to mend industrial relations. Almost 100,000 workers, mostly in mining, have launched often illegal and violent strikes since August, eroding investor confidence and already shaky growth.

Truck drivers signed a wage deal on Friday ending a three-week strike that squeezed deliveries of fuel, cash and consumer goods. But that step forward was quickly overshadowed by a Standard & Poor's downgrade of South Africa's credit rating.

About 1,000 protesters gathered on Friday night in a shanty town near Rustenburg 120 km (70 miles) northwest of Johannesburg and marched toward Amplats' Khomanani 1 shaft, the South African Police Service said in a statement.

"Tear gas and rubber bullet rounds were used to disband the overzealous group," it said.

The crowd responded with petrol bombs, damaging one police vehicle, police said. There were no reports of injuries and four people were arrested.

Amplats, as the company is known, is the world's top producer of platinum. Striking leaders from Amplats and other mines met on Saturday to discuss strategy.

"All of the mines that you know are striking, their (strike) leaders are here," labour leader Evans Ramokga told Reuters. "Right now we are talking about the way forward... We are not afraid of dismissals."

Amplats, which has said it is losing an average of 3,800 ounces of production for each day of the strike, has fired 12,000 wildcat strikers. Other mining firms have followed suit.

More than 50 people have been killed in labour-related unrest in the last two months, including 34 shot dead by police at Lonmin's Marikana platinum mine on August 16 in the deadliest security incident since the end of apartheid.

Hundreds of miners marched on the headquarters of Impala Platinum in Johannesburg on Saturday to deliver a list of demands to the company.

"We are here, we are at Impala," Lesiba Seshoka, a spokesman for the National Union of Mineworkers (NUM), told Reuters by telephone as miners cheered and chanted in the background.

Seshoka put the number of marchers at 2,000, but the company said it was close to 400. A spokesman for Implats said the union's demands were not wage-related and had to do with other contract issues.

Kumba Iron Ore, one of the world's major producers of the steel-making ingredient, said on Friday it would seek criminal charges against illegal strikers who refuse to stop their occupation of its Sishen mine.

The strikers have seized about 3.3 billion rand worth of heavy equipment, including 88 haul trucks and 13 pieces of other equipment, including bulldozers.

The weeks of strikes have undermined confidence in South Africa's economy and the government of President Jacob Zuma, which critics say has been slow to respond.

Ratings agency Standard & Poor's cut South Africa's credit rating by one notch on Friday to BBB with a negative outlook, saying the strikes and social tensions could reduce fiscal flexibility and damage growth.

Police on Friday arrested two men for the killing of a NUM branch secretary, which NUM's spokesman has said was done in "execution style". Two workers at different shafts of Lonmin's Marikana mine were arrested, local police spokesman Thulani Ngubane said.

The six-week strike at Lonmin in August and September erupted out of a turf war between the NUM and the more militant Association of Mineworkers and Construction Union (AMCU), which accuses the NUM of selling out workers.

Puri expressed concern over the threat posed to the Mediterranean region by al-Qaeda in the Islamic Maghreb (AQIM), which he said continues to raise a considerable amount of money from kidnappings for ransom. "Al-Qaeda, despite considerable disruption in its leadership, remains a potent and dangerous force," Puri said in his keynote address at the VII PAM (Parliamentary Session of the Mediterranean) Plenary Session in Malta. The terror group has suffered major setbacks in the deaths of its top leaders Osama bin Laden and Abu Yahya al-libi. He said while the international community has made considerable progress in confronting the scourge of terrorism, according to estimates, the share of terrorism in global violence is at an all-time high. Puri stressed on the need for removing the moral and legal ambiguities that allow terrorists to gain succour and even legitimacy. He noted that progress under mutual legal assistance and extradition cases is still "sketchy" and is yet to be fully mainstreamed as part of regional and international counter-terrorism efforts. Vedanta Aluminum shuts refinery on bauxite shortage

Vedanta Aluminium Ltd (VAL), India's largest aluminium maker, said on Saturday it has temporarily shut down its alumina refinery in Odisha due to lack of bauxite.

Bauxite is the key raw material to produce alumina. The refinery at Lanjigarh in Kalahandi district, about 450 kilometres from state capital Bhubaneswar, was operating at about 25 per cent capacity for the past three days, VAL President Mukesh Kumar told Reuters.

VAL is a unit of billionaire Anil Agarwal-controlled Vedanta Resources.

The refinery, which has been struggling for bauxite since it was commissioned in Aug 2007, informed the state authorities early last month it would close the plant on a temporary basis from 5th December.

"Due to non availability of bauxite we were forced to close down the refinery temporarily before our scheduled declared date ..as we had no other alternatives," Kumar said.

"We shut down the operation to save the plant from further damage," he said.

Kumar however did not give an exact date when the operation would resume.

"We are not sure how much time it will take. We are making all efforts to arrange the bauxite" said Kumar, adding the operation at the plant would resume once the company could arrange a stock which would last 10-15 days.

The Lanjigarh plant requires 10,000 tonnes of bauxite a day to operate at full capacity of one million tonnes a year.

Kumar said bauxite was not available due to regulatory issues and monsoon conditions. Large scale bauxite exports from the country also contributed to the shortage, he said.

He said the Lanjigarh plant is designed for local bauxite, and availability of bauxite from Odisha only can ensure sustainability of the refinery's operation.

Kumar however said the shutdown of the refinery may not have immediate impact on VAL's aluminium output because the company is trying to survive on imports.

'No mechanisms to secure rights of indigenous peoples in most

countries' Hyderabad, Oct 13 (PTI) Most governments in the world have no or very inadequate legal and policy mechanisms to respect indigenous peoples and local communities, especially with regard to territorial, collective, and tenurial rights, a publication on a study by Indigenous Peoples' and Local Communities' Conserved Territories and Areas (ICCA) consortium said. The publication `Recognising and Supporting Territories and Areas Conserved by Indigenous Peoples and Local Communities', released today by Convention on Biodiversity (CBD), said there are very big gaps in facilitating secure livelihoods, especially for younger generations, linked to the conservation initiative. "Despite the very visible progress in recognizing and supporting ICCAs there remain huge weaknesses and gaps. Most countries have no or very inadequate legal and policy mechanisms to respect indigenous peoples and local communities (especially with regard to territorial, collective, and tenurial rights), and in many the existing policy environment may actually be against their interests," it said. "Financial support can often be inadequate, or inappropriately channelled leading to local elite capture. There are very big gaps in facilitating secure livelihoods, especially for younger generations, linked to the conservation initiative," it added. Research and documentation still do not cover the vast majority of ICCAs, and sometimes, when done without adequate involvement of the relevant people or community, can be exploitative, it said. As ICCAs are often an effective mechanism for conservation, there is a need to recognize their crucial role in implementing the Strategic Plan for Biodiversity 2011-2020, it said. The publication is based on a range of past studies on ICCAs conducted in several regions of the world in the last two decades, and, most recently, on 19 country-level case studies. Rhino poacher, 6 horn traders held in Kaziranga

Diphu/Nagaon, Oct 13 (PTI) A rhino poacher and six traders dealing with horns of the hunted herbivore in Kaziranga National Park were arrested from Assam's Nagaon and neighbouring Karbi Anglong districts. Rhino poacher Rajen Ingti was arrested from Kohan basti falling under Nagaon-Karbi Anglong district today, police sources said. Four of the six illegal horn dealers, all from Karbi Anglong, were apprehended from Bokolia and the rest from Rojapathar village, the sources said. The six were returning last night after a failed attempt to strike a deal for buying a rhino horn from militant outfit Karbi Peoples Liberation Tigers KPLT) 'chairman' Ron Rongpi, the sources said. The six have been identified as B Jangkha from Nagaland, Sona Dey, Tenjit Terang, Suren Gupta, Babu Timung and Robin Ronghang. Police alleged the dealers were involved with the poachers in the killing of rhinos for sale in the international illegal market for horn of the animal. Ahmedabad, Oct 13 (PTI) Ship-breaking companies at Alang Ship Yard observed bandh for the second consecutive day today protesting arrest of three ship-breakers under stringent IPC sections in connection with the death of six labourers in a blast on an oil tanker while it was being dismantled there. All the 135-odd ship breaking units in the Alang Ship Breaking and Recycling Yard area in Bhavnagar district remained closed following the bandh call given by the Ship Recycling Industries Association India (SRIAI). Meanwhile, representatives of various plastic, chemical, transport and other industry associations too have lent their support for the protest, SRIAI joint secretary Nikhil Gupta said. "We plan to observe bandh on Monday as well," Gupta told PTI, adding that they were discussing whether to give a call for Bhavnagar bandh as well. Gupta said that the state and Central government had suffered revenue loss to the tune of Rs 50 crore owing to the bandh. "Workers will be paid their wages even for the bandh days. Besides, SCCI has decided to pay Rs 1 lakh to the family members of the deceased in addition to the amount they would get from workers compensation fund," Gupta said. An explosion and subsequent fire on the oil tanker that was being dismantled at the yard on October 6 led to the death of five labourers on the spot while one person succumbed tohis injuries in the hospital. One labourer is still recuperating in a hospital. Days after the blast, the police arrested proprietors of Kiran Ship Breaking Company, namely, Ram Kishan Jain and Vipan Kumar Jain and their manager Rajesh Jugud in connection with the incident, under IPC section 304 for culpable homicide not amounting to murder. The protesters are demanding that they may be charged for death due to negligence. Kiran Ship owns the plot where the Portuguese tanker was being dismantled when the accident took place. Teacher assaulted for scolding students

Jodhpur, Oct 13 (PTI) A teacher of a private school was assaulted today for allegedly scolding two students, prompting police to round up four teenagers including the two students of the institution. After being struck in the cheek with a knife, Hitesh Kumar, who is a Science teacher in M R Adarsh Public School here was rushed to hospital, Investigating Officer Gopal Rana told reporters. Kumar received six stitches and was later discharged from the hospital. According to Rana, Kumar had scolded Jugal and Vijay - students of Class X - for misbehaving in the class on October 11. Both students seated on the last bench of the class were thumping the table, he said. "When asked to stop thumping the table, the two students threatened Kumar and today they two called their two friends identified as Akshay and Hemant to teach the teacher a lesson for scolding them," he said. Around 12:30 pm Kumar came out of the school on his cycle, he said adding, one of the boys attacked him and made a cut in his cheek with a knife. "They surrounded my and before I could react, one of them attacked me with knife," the teacher said. Kumar handed over his complaint to the police, however, an FIR is yet to be registered. "We have received the medical report, following which the two students and two others - all in the age group of 16 to 18 years - were rounded up for questioning in the matter," Rana said.
