Jaipur, Dec 29 (PTI) Two boys were killed today in a blast that took place when they were extracting metal from a bomb-like object they had picked up from an Army's firing range in Jaisalmer district. Rahul and Damodar, aged around 10 years, collected the object from the firing range and were trying to extract the metal when it went off in Ramgarh area, police said. Madhavsinh Solanki undergoes successful bypass surgery

Ahmedabad, Dec 29 (PTI) Former External Affairs Minister and four-time chief minister of Gujarat, Madhavsinh Solanki, who underwent a bypass surgery at Apollo Hospital here last week is doing fine, doctors said today. Talking to reporters here, Solanki said that there has been rapid advancements in the field of medical science and "my bypass operation is an instance signifying that such surgeries can be done in Gujarat now,". ACP booked for sending lewd messages to lady constable

Aurangabad, Dec 29 (PTI) An Assistant Commissioner of Police has been booked for allegedly sending lewd SMSes to a lady constable, police said today. ACP Sandeep Bhajibhakare, who was recently transferred to Ratnagiri district from Aurangabad, has been booked under section 509 of the IPC (word, gesture or act intended to insult the modesty of a woman) on the charge of sending indecent and lewd SMSes to the woman constable, police said. The lady constable, who had gone missing for over three times for several days in the recent past, mentioned in the police complaint filed last week that Bhajibhakare and two other ACPs had "mentally and physically tortured" her. Following the complaint, Commissioner of Police Sanjay Kumar forwarded the case for confirmation. Election for Bihar BJP president deferred indefinitely

Patna, Dec 29 (PTI) BJP has kept its election for Bihar unit president in the back-burner amid growing suspense over ties with JD(U) following Chief Minister Nitish Kumar's stiff opposition to his Gujarat counterpart Narendra Modi as the party's prime ministerial candidate. "The election for the state BJP president scheduled for January 3-4, will not take place on the scheduled date due to unavoidable reasons," the party's state election official Suresh Rungta said in a release today. The next date for election of the state BJP president will be announced later, he said. The postponement of the polls has come as a relief for the current president C P Thakur, whose three-year tenure came to an end last week, party sources said. A straight forward and plain speaking leader, Thakur was hoping to get a second term as a reward for leading the BJP to a resounding victory in the 2010 Assembly polls in which it had won 91 seats and had a strike rate of over 90 per cent which was even better than that of its ally JD(U). Of late a number of other BJP leaders including Animal Husbandry and Fisheries Minister Giriraj Singh, a self- confessed supporter of Modi, were seen to be emerging as a challenger to Thakur in leading a frontal attack on JD(U) if the ties between the two allies were severed at some stage. Arab officials visit cash-strapped Palestinian territory

RAMALLAH, West Bank (Reuters) - Top Arab officials paid a rare visit to the Israeli-occupied West Bank on Saturday to discuss a Palestinian financial crisis that President Mahmoud Abbas hopes will be eased by Arab donations.

Arab League Chief Nabil Elaraby and Egyptian Foreign Minister Mohamed Kamel Amr congratulated the Palestinians on a successful United Nations status upgrade last month, but stopped short of promising the badly-needed funds.

"Palestine is in need of material and political support," Elaraby told a news conference in the Palestinians' de facto capital of Ramallah.

"Arab countries agreed at their Baghdad summit (in March) for an Arab safety net of $100 million dollars each month, but unfortunately none of this has been achieved yet," he said.

Palestinian were cheered by a strong majority in the United Nations recognising them as an "observer state" on November 29 but have struggled to get Arab support to make up $100 million in shortfalls left by Israeli sanctions following the U.N. move.

Elaraby is the first Arab League Chief to visit Ramallah, but he and other prominent Arab and Islamic leaders, including the Egyptian prime minister, met Abbas's Palestinian Hamas rivals in Gaza during their brief war with Israel last month.

QATARI LEADER

Hamas, which split from the West Bank after it seized control of the Gaza Strip in 2007, also won a diplomatic coup by receiving Emir Hamad bin Khalifa al-Thani, ruler of the oil-rich Gulf state of Qatar, who pledged $400 million in aid for the impoverished territory in October.

The emir postponed a visit to Ramallah he had announced this month, disappointing West Bank officials who had hoped he would arrive bearing gifts of cash.

The Gaza visits broke years of diplomatic quarantine for the Islamist Hamas group, which refuses to recognise Israel or relinquish its arms, and increased the isolation of the dovish, Western-backed Ramallah government.

West Bank officials have watched with worry as uprisings in the Arab world divert attention from their diplomatic strategy, which has failed to achieve an independent Palestinian state.

Hamas militants, by contrast, have been heartened as fellow-Islamists rise to power in Egypt and elsewhere.

Abbas has accused Israel of "piracy" after it withheld customs revenues it collects on the Palestinians' behalf, citing months of utilities bills Ramallah owes Israeli companies.

The financial crisis has forced the Palestinian Authority to delay salary payments to West Bank employees, who have gone on strike in protest. Abbas has responded by saying he might give up power and compel Israel to take on the Palestinians' affairs.

"Sit in the chair here instead of me, take the keys, and you will be responsible for the Palestinian Authority," Abbas warned Israeli Prime Minister Benjamin Netanyahu, in an interview with the Israeli Haaretz newspaper this week.

"I won't do anything as long as there are diplomatic negotiations," he said. "But if the stalemate continues...what's left for us to do?"

A heavy fuel oil tank no 2 caught fire at 8pm reportedly after a blast, official sources said. HFO tank is away from the plant's main building and there is no danger to plant and machinery of units. Mumbai, Dec 22 (PTI) A 22-year-old spurned lover stabbed himself to death after badly injuring his college mate in suburban Bandra today. The 19-year-old victim and the accused Nikhil (22) were studying management at a college here and recently had a break-up. According to police, Nikhil accosted the girl and her three friends while they were on their way to the classroom this morning. During a heated argument between the two, Nikhil whipped out a knife from his bag and slashed her several times. Nikhil then stabbed himself around 4-5 times and also slashed his neck. Egypt's vice president quits amid crisis

CAIRO (Reuters) - Egypt's vice president resigned from his post on Saturday, saying he wanted to quit last month but had only stayed on to help President Mohamed Mursi tackle a political crisis.

Mahmoud Mekky, a well-known judge before he took the post, played a leading role in hosting "national unity" talks called by Mursi, although the main opposition politicians stayed away.

Mekky previously said he would step down once a new constitution being put to a vote was approved, as the post of vice president was not outlined in the charter. He had also said he was not privy to Mursi's decree on November 22 to expand his powers that sparked crisis.

In a letter by Mekky that was sent out by the presidency, he said he had worked hard for the nation in his post but that he had "realised for some time that the nature of political work did not suit his professional background as a judge."

He said he had first submitted his resignation on November 7, but it was postponed when Egypt was acting as mediator to try to reach a truce deal in Gaza and then because of other demands, such as helping to organise the "national dialogue".

That dialogue aimed at resolving a row with the opposition over Mursi's extra powers and his decision to fast-track the constitution drafted by an Islamist-dominated assembly to a vote.

In final remarks, Mekky said he had worked hard for the "interests of the nation" and wished continued success to Mursi, who was propelled to power by the Muslim Brotherhood.

Mekky was a leading member of a group of independent judges that started campaigning during the last year's of Hosni Mubarak's rule, when he was jailed for speaking out against election rigging.

4 Metro stations near India Gate to remain closed from tmrw

New Delhi, Dec 22 (PTI) In a bid to contain flow of protesters near India Gate, four Delhi Metro stations near the War Memorial will remain closed from tomorrow morning till further orders. The metro stations that will remain closed will be Patel Chowk, Central Secretariat, Udyog Bhawan and Race Course stations, DMRC officials said. The closing of stations for an indefinite time came following a direction from Delhi Police. "The stations will remain closed till DMRC gets further orders from the Delhi Police. All the four stations are close to India Gate. However, interchange will be allowed at Central Secretariat station," the officials said. The decision was taken after protests over the gangrape of a young girl erupted in Raisina Hill, the seat of power. New Delhi, Dec 22 (PTI) Stressing the need for better provisions to ensure speedy trial in cases of rape and terrorism, External Affairs Minister Salman Khurshid today said there cannot be street trials of perpetrators as it is against the basic principles of Constitution. Khurshid's remarks came after a wave of protests that have rocked the country, especially the national capital following a horrific gang rape of a 23 year old paramedical student last Sunday, with many demanding death penalty for such crimes. "No matter how strongly you feel for what somebody has done, just condemn that person in street trials and execute that person then and this is not done," said Khurshid while addressing an award ceremony here. "We cannot, we should not and we must not have street trials. And that statement also applies to media you cannot have street trials you can't have media street trails. Let us all apply our minds to do something that is effective that is immediate, something that will reassure public minds and emotions," he told reporters on the sidelines of an award function here. He said while he was coming for the function, he saw a silent march and they were there to register their deepest concerns about law and order and what happened to the young girl, who is fighting for her life. "Now I cannot tell you how much one feels for every such individual. I think that you would be inhuman if you could not feel for such individual. But my training, our understanding of the Indian Constitution and rule of law of governance tells us that you don't have street trials," he said. In recent times, he said, one has seen that countries going through revolutionary process where it has been done "where people have been executed in front public because they have violated some fundamental belief, which people strongly support. "We still put them through process. I know that people ask several questions about why do you spend so much money to retain and keep in comfort a terrorist because that is our system. Indian legal experts extend Pak visit

From Rezaul H Laskar Islamabad, Dec 22 (PTI) A team of Indian legal experts today extended its visit to Pakistan in a bid to finalise the terms of reference of a judicial commission that is expected to visit India next year to gather evidence on the 2008 Mumbai terror attacks. The four-member team, including legal experts from the Home and External Affairs Ministries, was earlier scheduled to return today at the conclusion of two-day talks with a Pakistani team led by Attorney General Irfan Qadir. The team's visit was extended till Monday due to slow progress in the discussions to finalise the terms of reference for the Pakistani judicial commission, sources told PTI tonight. The two sides are discussing several contentious and complex issues, including the cross-examination of witnesses. The Pakistani side wants to cross-examine the police officer who led the probe into the Mumbai attacks, the magistrate who recorded lone surviving attacker Ajmal Kasab's confessional statement and two doctors who conducted autopsies of nine terrorists killed during the attacks. The sources said that if New Delhi grants permission to cross-examine these four witnesses, Islamabad will be expected to reciprocate by granting access to Pakistani suspects for an Indian judicial commission that is expected to visit the country at a later stage. The findings of the first Pakistani judicial commission that visited India in March to gather evidence on the Mumbai attacks were rejected by an anti-terrorism court as the panel's members were not allowed to cross-examine the Indian witnesses. Minor sodomised in Indore school

Indore, Dec 22 (PTI) An 11-year-old student of a government school was allegedly sodomised by unidentified person on the premises of his school. "The incident occurred on December 20 when an unidentified man allegedly picked up the class VI student of the school and subjected him to unnatural sex in one of the class rooms when other students were out on the playground," Malharganj Thana Incharge Sitaram Yadav told said today. The accused fled from the school after committing the crime, he said quoting from the FIR lodged by the victim with the police. A case under sections 377 (sexual activity against the order of nature) and 506 (punishment for criminal intimidation) has been registered against the unidentified person, police said, adding the victim has been referred to a local hospital for medical investigation. Pascal seeks police intervention to enable him meet children

Bangalore, Dec 22 (PTI): French consulate official Pascal Mazurier,recently granted bail in connection with alleged rape of his minor daughter, today requested police to take steps to enable him meet his children for Christmas. Police said Pascal and his 70-year-old mother met the Additional Commissioner of Police (law and order) T Sunil Kumar with this request, saying they wanted to give the children gifts and alleged his wife was preventing them from seeing the kids. The ACP assured them he would do his best to try and see they are able to meet the children. Pascal had filed a petition in High Court, seeking quashing of the case, contending it was solely dependent on circumstantial evidence,though the hospital's medical report, which allegedly indicated sexual abuse, had not linked him. Mazurier, Consular Attache to Consulate General of France here, was arrested on June 19 on a complaint by his wife, a native of Kerala, alleging he had raped their three-and-a-half year old daughter. He was chargesheeted on September 17. On October 17, the Karnataka High Court had granted conditional bail to Pascal, arrested for allegedly raping his minor daughter, observing that the circumstantial evidence did not "specify" he had committed the offence. RPF rescues Rajasthan woman from traffickers

Jalgaon, Dec 22 (PTI) The Railway Protection Force (RPF) today arrested a man and his wife, who hailed from Rajasthan, for allegedly trying to force a woman, also from the same state, into flesh trade. Pappu Karnawat and his wife Leela, both residents of Bundi, allegedly tricked the woman (25) who hailed from Shamgarh (Rajasthan) into accompanying them for a tour around Maharashtra, an RPF officer posted at Bhusawal railway station said. However, the accused duo dumped the woman at Vaitagwadi, a notorious red light area on the city outskirts, he said. According to RPF sources, the woman managed to escape from the area and rushed to the railway station today morning and narrated her plight to RPF staff following which they laid a trap and nabbed Lata when she arrived on one of the platforms in search of the victim. Patriot missiles in Turkey threaten "world war": Iran army chief

DUBAI (Reuters) - The planned deployment of NATO Patriot missiles on the Turkey-Syria border could lead to a "world war" that would engulf Europe, Iran's military chief of staff was quoted as saying on Saturday.

Turkey asked NATO for the Patriot system, designed to intercept aircraft or missiles, in November after talks about how to bolster border security after repeated episodes of gunfire spilling into Turkish territory from Syria's civil war.

"Each one of these Patriots is a black mark on the world map, and is meant to cause a world war," Iranian armed forces chief General Hassan Firouzabadi said, according to the Iranian Students' News Agency on Saturday. "They are making plans for a world war, and this is very dangerous for the future of humanity and for the future of Europe itself."

How to talk to your children about a school shooting

(Reuters) - When parents ask how they can comfort and reassure their children after a tragedy that receives extensive news coverage, the usual advice is to be supportive and reassuring but don't offer false assurance, experts say.

"Children want to know they're safe and will stay safe. Parents can convey that by what they say and how they behave," said Dr. Victor Fornari, director of child and adolescent psychiatry at North Shore-LIJ Health System in New Hyde Park, New York.

But after a school shooting - especially one as horrific as that in Newtown, Connecticut, on Friday - the challenge of helping kids cope is enormously greater than after, say, a tornado wipes out a distant town. It also poses a much greater risk that children who hear about it will suffer a traumatic reaction.

"Schools are supposed to be safe and nurturing environments for children," said Fornari. "This shatters that belief. Restoring the sense of security in school will take time."

The way to do that isn't to offer false assurances, experts say.

"I wouldn't lie, because your credibility is very, very important," said Dr. Michael Brody, a child psychiatrist and chairman of the Television and Media Committee of the American Academy of Child and Adolescent Psychiatry. "To say this would never happen to you, I don't think that is reasonable."

But while parents need to be honest, they should also make clear that such tragedies are exceedingly rare.

"Parents can say emphatically, 'your school is a very safe place,'" said David Finkelhor, professor of sociology and director of the Crimes Against Children Research Center at the University of New Hampshire in Durham. "It's a vanishingly rare occurrence, and schools are still the safest places kids can hang out in terms of violence."

Parents should not let young children watch news coverage of the shootings, and might warn older children and teenagers away from looking for news and disturbing video of the tragedy on Twitter, Facebook and other sites they can access via smartphones.

AVOID UPSETTING DETAILS

As parents talk to their children about Newtown, they should avoid dwelling on upsetting details, such as exactly what the gunman did where and to whom. Younger children should be reassured that the shooting is over. With older children, parents might talk about their school's safety protocols and emergency plans.

If a teenager argues that school wasn't safe for Newtown's children, parents can offer statistics. U.S. Centers for Disease Control and Prevention data show that school homicides have fallen in the last 20 years from about 30 a year in the 1990s to 17 in 2010, the last year with complete data.

If the child has questions, parents should answer directly and in a straightforward way, said Dr. Joshua Kellman, clinical associate of psychiatry at the University of Chicago Medicine, matching the level of the response to the level of the child. If an 8 year old asks how someone could open fire on little kids sitting at their school desks, simply explaining that "sometimes something goes wrong with people and they are not thinking right," should suffice, he said.

It can also be helpful to show children that normalcy prevails. The best way to do that is by sticking to standard weekend activities, said child psychologist Dr. Harold Koplewicz, president of Child Mind Institute, a nonprofit treatment, research and education organization in New York City. "Go Christmas shopping, go to church or synagogue, play a game, watch a video."

Parents should keep in mind that grief, distress, anxiety and worse are normal human reactions to news that little children have been gunned down in their classroom, not signs of psychological illness. In other words, don't assume that children who become clingy or withdrawn, who demand more parental attention, stop doing schoolwork, have trouble sleeping or regress (parents can expect young children to ask to sleep in their beds, said Fornari) need counseling.

"If their reactions do not seriously interfere with their lives, you shouldn't necessarily seek out professional help," said Fornari. "Children are resilient. Most will be able to cope with this traumatic event and be fine."

The children who will have the hardest time coping are the 10 percent or so who already suffer from anxiety, typically as a result of an earlier trauma such as witnessing violence or losing a close relative, said Fornari. "Parents know if this describes their child, and should expect stronger reactions."

That, of course, holds especially true for the survivors of the shooting. These children -- and adults -- are more likely to be psychologically traumatized, suffering flashbacks, nightmares and intrusive thoughts, re-living the sounds of gunshots and the chaos of being rushed out of their classrooms by police officers.

S.Africa's Mandela had gallstones removed, recovering: govt

JOHANNESBURG (Reuters) - Nelson Mandela, the 94-year-old former South African president and Nobel Peace laureate hospitalised with a lung infection, has successfully undergone a procedure to have gall stones removed, the government said on Saturday.

"The former president underwent a procedure via endoscopy to have gallstones removed. The procedure was successful and Madiba is recovering," President Jacob Zuma's office said in a statement, using Mandela's clan name.

South Africa's first black president, who came to power in historic all-race elections in 1994 after decades struggling against apartheid, remains a symbol of resistance to racism and injustice at home and around the world.

Mandela was admitted to a Pretoria hospital on Saturday a week ago after being flown from his home village of Qunu in a remote, rural part of the Eastern Cape province.

Tests revealed a recurrence of a lung infection and that he had developed gallstones, the government statement said.

When he was admitted on December 8, officials stressed there was no cause for concern although domestic media reports suggested senior members of the government and people close to him had been caught unawares.

Mandela spent 27 years in apartheid prisons, including 18 years on the windswept Robben Island off the coast of Cape Town.

He was released in 1990 and went on to use his unparalleled prestige to push for reconciliation between whites and blacks as the bedrock of the post-apartheid "Rainbow Nation".

He stepped down in 1999 after one term in office and has been largely removed from public life for the last decade.

Mandela spent time in a Johannesburg hospital in 2011 with a respiratory condition, and again in February this year because of abdominal pains. He was released the following day after a keyhole examination showed there was nothing serious.

He has since spent most of his time in Qunu.

His fragile health prevents him from making any public appearances in South Africa, although he has continued to receive high-profile domestic and international visitors, including former U.S. President Bill Clinton in July.

UBS faces $1.6 bln fine over Libor rigging: paper

UBS faces a fine of 1.5 billion Swiss francs to settle interest rate rigging charges, a Swiss newspaper reported on Saturday.

Citing unnamed sources, Tages-Anzeiger daily said the bank would admit 36 traders around the globe manipulated yen Libor between 2005 and 2010. A UBS spokesman declined to comment.

People familiar with the matter told Reuters on Friday UBS could reach a USD 1-billion-plus settlement and admit to criminal wrongdoing by its Japanese arm, where one of its traders manipulated yen Libor and euroyen contracts.

Between 25 and 30 people have left UBS over the matter, the sources said. The Swiss bank had hoped for a softer touch from regulators by cooperating in industry-wide probes and was surprised by the size of the expected settlement, they added.

A 1.5 billion franc settlement would be the biggest ever paid by the bank, recovering from a USD 2.3-billion trading fraud by London-based trader Kweku Adoboli for which it was fined 30 million pounds last month.

A settlement would make UBS the second major bank to be sanctioned for its role in the Libor scandal. Britain's Barclays paid a USD 450 million fine in June.

Libor is the rate used as a benchmark for pricing trillions of dollars worth of financial instruments and contracts around the globe. Tiny shifts in the rate, compiled from daily polls of bankers, could benefit dealers in complex products.

HEADING FOR LOSS

Tages-Anzeiger said the fine, together with restructuring charges of 500 million francs from plans to cut 10,000 staff as UBS winds down its fixed income business, would probably push the bank to a fourth-quarter loss.

UBS had already said costs related to the investment banking overhaul would lead to a fourth-quarter and full-year loss after it posted a third-quarter net loss of 2.172 billion francs. It is due to publish full-year results on February 5.

By admitting to a charge against its Japanese subsidiary, UBS would stop short of admitting wrongdoing at a group level, which could be fatal for a bank as it could lose its licence.

Chairman Axel Weber, who joined UBS this year after stepping down as head of the German central bank, has been on a whirlwind diplomatic tour over the probe, the Tages-Anzeiger reported.

Swiss newspapers noted that Mark Branson, now responsible for overseeing big banks for Swiss financial markets regulator Finma, was chief executive of UBS Japan at the time of the alleged rate rigging.

A Finma spokesman said Branson had removed himself from Finma's investigation into Libor to avoid any appearance of conflict of interest but declined to comment futher.

In 2009, UBS paid USD 780 million to settle a messy US investigation into tax evasion by admitting it had helped wealthy Americans evade and cheat on their taxes.

Chopra takes slender lead in weather-hit Malaysia

REUTERS - Sweden's Daniel Chopra took a one-stroke lead into the final day of the Iskandar Johor Open in Malaysia after the tournament was reduced to 54 holes on Saturday due to several weather disruptions.

Chopra carded a six-under-par 66 to take the second round lead for a total of 10-under, a shot ahead of three-time Asian Tour winner Chapchai Nirat of Thailand.

Chopra played his entire second round on Saturday and finished his bogey-fee round in the nick of time before the sirens signalled an afternoon delay that stopped play for almost three hours at the Horizon Hills Golf and Country Club.

"I'm very lucky to be able to putt out on the last. I'll get another afternoon off and watch it rain. It was almost similar on the first day where we were the last group to finish," said Chopra, a twice winner on the PGA Tour.

"I was on the good side of the draw this time but I've been on the bad side before. It all evens out but it is definitely an advantage."

Nirat, who recently became a father, also carded a blemish-free round of five-under 67 on Saturday and will be close on the heels of Chopra.

"I want a good result for my new born son, who we welcomed in our family last week," he told reporters.

"It doesn't matter if I win or not but I want to play well for him. It has been quite a while since I saw my name on top the leaderboard."

Filipino Antonio Lascuna, India's S.S.P. Chowrasia, Australia's Unho Park and David Lipsky of the United States are a shot behind tied for third at the Asian Tour's season-ending event.

Spain's Sergio Garcia, ranked number 20 in the world, and three-times Asian Tour Order of Merit winner Thongchai Jaidee were in a pack of six players, three shots behind the leaders on seven-under.

Marcus Fraser (68) remained on course to be the first Australian to win the Asian Tour Order of Merit by taking a two shot lead against current leader Thaworn Wiratchant going into the final 18 holes on Sunday.

Thailand's Wiratchant, who won the Order of Merit in 2005, is ahead of Fraser by $25,000 in the race but felt the scale has tipped in favour of the Australian.

"He has a good short game. He is putting really well. I think he has a strong chance of winning," the 15-times winner on the Asian Tour said.

Ekka and Rai released from jail

Ranchi, Dec 15 (PTI) Former Jharkhand ministers Enos Ekka and Harinarain Rai were today released from the Birsa Munda Central jail here, two days after getting provisional bail from the Supreme Court. "Both of them were released during the day," a senior official of the jail told PTI here. The two, arrested in 2009 for allegedly possessing assets disproportionate to their known sources of income, were ministers when Madhu Koda was the Chief Minister in the UPA government between 2006 and 2008. Rai and Ekka were arrested on August 17, 2009, after a social activist filed a PIL before the Jharkhand High Court accusing them of amassing wealth more than their known source of income during their ministerial tenures. Shahdol (MP), Dec 8 (PTI) Fifteen school children were injured, nine of them seriously, when the wall and roof of a private school caved in at Naurojabad in Umaria district today. The incident took place in a classroom at the Vashnavi Public School located at Naurojabad town's Kudri lane, when the class was on, the police said. The roof was made of bricks, they said, adding that 15 children were injured in the incident, as debris fell on them. Most of the injured children are in the age group of eight to ten years, police said. Nine children have been referred to the Government Medical College and Hospital in Jabalpur in a critical condition, while six have been discharged after first-aid. Many Guj farmers not given power connection:Scindia

Vadodara, Dec 8(PTI) Stating that power situation in Gujarat was not as good as is made out to be, union minister of state for power Jyotiraditya Scindia said here today that over ten lakh applications for power connections from farmers were pending in the state. Questioning chief minister Narendra Modi's claim of Gujarat being a power-surplus state, Scindia asked if that was the case, why should ten lakh applications for power connections from farmers in the state were pending. Besides, he pointed out that many farmers were getting less than six hours of power supply against 14 hours as assured. Speaking to reporters here, Scindia also criticised Modi for making an issue of power failure in several states recently and taking credit for Gujarat not being hit by the crisis. The problem occurred as the power system in the northern region collapsed due to grid indiscipline. As Gujarat is connected with the western grid, the question of power failure in Gujarat did not arise and Modi should make note of this before making it a poll issue, Scindia stated. Scindia also said that Modi has not brought about any great development in the state. "Gujarat witnessed 20 per cent annual growth rate from 1985 to 1995 when it was ruled by Congress whereas under the leadership of Modi, the state's growth rate has declined to nine per cent," he pointed out. Scindia also criticised Gujarat and Madhya Pradesh for taking credit for work done under the Rajiv Gandhi Rural Electrification Scheme as funds for which were allocated by the Centre. The Centre has allocated Rs 55,000 crore for the entire country under this scheme, he stated. Scindia also reiterated that the Congress would return to power at the Centre in 2014 and Rahul Gandhi would become the Prime Minister. Meanwhile, he said the government has set a target of additional power generation of 88,000 mw capacity during the 12th five year to bridge the gap between peak demand and peak deficit and provide for faster retirement of old energy inefficient plants and private companies would account for 52 per cent of the additional generation. UN climate conference extends Kyoto Protocol to 2020

From Wasfia Jalali Doha, Dec 8 (PTI) After desperate attempts by the host country Qatar to save the talks, the UN conference on climate change today agreed to extend the life of the Kyoto Protocol, which controls the greenhouse gas emissions of rich countries, through 2020. As the talks went into an extra day and the President of the Conference of the Parties made a passionate plea to strike some deal before they pack up, nearly 200 participating countries agreed to keep the Kyoto Protocol alive for the next eight years. The historic pact, which was agreed to by countries in 1997, expires this year-end. However, the new agreement only covers developed nations whose share of world greenhouse gas emissions is less than 15 per cent. The protocol locks in only developed nations, excluding major developing polluters such as China and India, as well as the US which refuses to ratify it. The Protocol got extension with the EU, Australia, Switzerland and eight other industrialised nations signing up for binding emission cuts by 2020. Conference Chairman Abdullah bin Hamad al-Attiyah, who "begged" to the countries to offer something out of the conference, termed the deal as the Doha Climate Gateway. The deal also includes agreement to scale up funding to help poor countries deal with global warming and convert to planet-friendlier energy sources. Singapore hold Philippines in AFF Suzuki Cup semi

MANILA (Reuters) - Goalkeeper Eduard Sacapano's performance glossed over Philippines' defensive frailties in a goalless draw against Singapore in the first leg of the AFF Suzuki Cup semi-final on Saturday.

The partisan crowd at Manila's Rizal Memorial Stadium watched anxiously as Sacapano pulled off a number of first-half saves to thwart three-time champions Singapore.

Playing their first home match in the tournament's history, Philippines dished out a vastly improved performance in an eventful second half even though they could not break the stalemate.

Singapore host Philippines in the second leg at the Jalan Besar Stadium on Wednesday.

Saturday's match began with both teams observing one minute silence in memory of the victims of the December 6 typhoon that left nearly 1,000 people dead or missing in southern Philippines.

Singapore were making dangerous inroads as soon as play started and the visitors nearly scored before the half hour mark when Sharik Ishak's header from a Aleksander Duric cross narrowly missed.

Sacapano was soon intercepting a dangerous Ishak cross and the home team's defence threatened to succumb under constant pressure.

Philippines did get a chance to grab the lead but Phil Younghusband's weak shot was easily dealt with by Singapore goalkeeper Mohamad Izwan Mahbud.

Marwin Angeles and Chieffy Caligdong came off the bench to add teeth to the Filipino attack in the second half but Singapore's compact defence ensured the visitors were unscathed.

"In general, it was a good game. They did not score, we did not score," Singapore coach Radojko Avramovic said.

"I think we lost concentration in the first half. We should have scored a goal in that period," said the Serb.

Singapore could also have scored in a rough second half but Duric's header off an Ishak cross sailed wide.

Ten-man Dortmund fuming after Wolfsburg defeat

BERLIN (Reuters) - The Bundesliga was plunged into a refereeing controversy after VfL Wolfsburg took advantage of a debatable first-half penalty, which also led to a red card for their opponents, to win 3-2 at Borussia Dortmund on Saturday.

Titleholders Dortmund were left fuming after a 36th-minute incident when defender Marcel Schmelzer was judged to have stopped Bas Dost's goalbound effort with his hand.

German media were unanimous in describing the decision as wrong after replays showed the leftback's knee blocked the shot following minimal and unintentional contact with his fist. Schmelzer was dismissed and Diego converted the penalty to make it 1-1.

Dost decided the match with a 73rd-minute breakaway goal and Dortmund coach Juergen Klopp appeared to refuse a handshake from opposite number Lorenz-Guenther Koestner at the end.

Vedad Ibisevic scored a hat-trick in VfB Stuttgart's 3-1 win over fading Schalke 04, where both teams had a player sent off, and leaders Bayern Munich won 2-0 at lowly Augsburg.

Fourth-placed Schalke's defeat extended their winless Bundesliga run to five matches, heaping the pressure on outspoken coach Huub Stevens, and allowed Stuttgart to pull level with them on points.

Ibisevic side-footed the hosts ahead after two minutes and put them back in front with a 38th-minute penalty after Ciprian Marica had levelled for Schalke.

RED CARDS

He completed his hat-trick just after the hour before Stuttgart's Gotoku Sakai and Schalke's Jermaine Jones were given straight red cards for bad tackles within minutes of each other.

Schmelzer's dismissal means he also faces a one-match suspension, part of what is known as the 'triple punishment'.

Amid general disbelief, Wolfsburg defender Naldo hooked in a free kick taken by fellow Brazilian Diego five minutes later to put Wolfsburg ahead.

Dortmund levelled from another penalty in the 61st minute, Jakub Blaszczykowski converting after Simon Kjaer clattered into Robert Lewandowski.

BELFAST (Reuters) - Around 2,000 pro-British loyalists rallied in central Belfast on Saturday for the return of the British flag to the roof of city hall after a vote by Irish nationalist councillors to remove it sparked a week of rioting.

Twenty-eight police officers have been injured in the most widespread pro-British street violence for years in the province as the flag became a rallying point for people who feel there have been too many concessions to Irish nationalists.

Rioters fired bricks and petrol bombs at police and burned out cars overnight, hours after U.S. Secretary of State Hillary Clinton called for calm during a visit to the city and warned the peace process was not yet complete.

Loyalist political parties, who share the protesters' desire to remain part of the United Kingdom, condemned the rioting as did the Irish nationalist parties who they share power with.

Around 2,000 people gathered outside the imposing 19th century Baroque city hall, most waving British flags and many hiding their faces with balaclavas or scarves, prompting some local businesses in the area to close.

'NO SURRENDER'

The crowd cheered when one protester burned an Irish tricolour flag and sang the British national anthem before dispersing. Banners declared "Proud to be British" and "No Surrender."

"This goes on until the flag is back above city hall," said protester William Arthur. "Ulster is British and we will not stand for this".

Hundreds of riot police stood by, but did not intervene.

One police officer was injured during trouble in East Belfast as some of the crowd returned home, police said.

Assistant Chief Constable Will Kerr of the Senior Police Service of Northern Ireland said the disorder orchestrated by loyalist paramilitary groups was putting lives at risk.

"I am urging everyone to be calm, take a step back," he said.

LOYALIST FEARS

At least 3,600 people were killed over three decades as Catholic nationalists seeking union with Ireland fought British security forces and mainly Protestant loyalists determined to remain part of the United Kingdom.

A 1998 peace accord has mostly held, although militant nationalists have stepped up attacks in recent years and community relations remain fragile, with riots erupting every few months.

Monday's council decision means the British flag will be flown over city hall on 17 designated days including public holidays each year, as is the case at the provincial assembly at Stormont in the British-controlled province.

Until then, it had flown above the provincial capital's city hall every day since it opened a century ago, a symbol for many Catholic nationalists of Protestant domination.

Its removal has turned the tables, sparking fears of growing nationalist power.

"It's not just that the flag has come down, loyalists really sense that everything is about concessions," said Peter Shirlow, professor of conflict transformation at Queen's University. "Rightly or wrongly they sense that this is a one way process."

The violence, he said, was a sign that while loyalist paramilitaries have not in the past reacted violently to killings by dissident Irish nationalists, they may in future.

LONDON (Reuters) - Fernando Torres scored twice as third-placed Chelsea won 3-1 at Sunderland to record their first Premier League victory under interim manager Rafael Benitez on Saturday.

The often-criticised Spaniard struck twice in the first half, his second from the penalty spot, and he almost completed a hat-trick shortly after halftime when his ferocious shot rebounded off the woodwork for compatriot Juan Mata to tap home.

Bottom club Queens Park Rangers set an unwanted Premier League record when a 2-2 draw at Wigan Athletic meant they have failed to win any of their first 16 matches.

Two Mikel Arteta penalties helped Arsenal to a 2-0 home win over West Bromwich Albion, a first victory in four league games moving the Gunners up to sixth.

Norwich City are unbeaten in 10 matches in all competitions after a 4-3 victory at Swansea City although Michu's double for the Swans after the break nearly helped the home side make an unlikely escape having trailed 3-0 at halftime.

Southampton climbed out of the relegation zone above Sunderland with a 1-0 defeat of second-bottom Reading while Aston Villa and Stoke City produced a dull 0-0 draw.

Leaders Manchester United face champions Manchester City on Sunday protecting a three-point advantage over their neighbours.

Torres had gone two months without scoring a Premier League goal but after scoring twice in his side's 6-1 thrashing of Nordsjaelland in the Champions League in midweek El Nino appears to be re-discovering some confidence in front of goal.

"Torres was always around but we needed to create more chances for him and he will score goals," Benitez, who can land some early silverware when he takes his side to the World Club Cup in Japan next week, told Sky Sports.

CLASSY FINISH

QPR drew for a third match in a row since Harry Redknapp replaced Mark Hughes as manager and remain rooted to the bottom of the table having surpassed the 15-match winless streak from the start of a Premier League season recorded by Swindon Town.

Djibril Cisse had given the London side hope of a win when he shot them ahead after 70 minutes but James McCarthy deprived them of an unwanted place in the record books.

Arsenal were good value for their win against West Brom but the main talking point was an apparent dive by Santi Cazorla in the 26th minute which allowed Arteta to score from the spot.

There was no question about the legitimacy of Arsenal's second penalty in the 64th minute when Alex Oxlade-Chamberlain was taken out in the area by Chris Brunt.

Swansea may have lost at home to Norwich in a thrilling encounter in south Wales but Michu's stock is soaring after he underlined his position as the Premier League's top scorer with 12 since his move from Rayo Vallecano.

"The letters on behalf of our Managing Director Ujjwal Upadhyay have been handed over to Babulal Marandi and Stephen Marandi (who are backing the Samiti) for talks at the Commissioner's office in Dumka," the company's spokesman told reporters. Babulal Marandi, former chief minister and president of Jharkhand Vikas Morcha (Prajatantric-JVM), and Congress leader Stephen Marandi are demonstrating in support of Raj Mahal Pahar Bachao Samiti's demands. Reacting on the dialogue offer, Stephen said, "I will talk to the members of the Samiti and they would decide on it." Babulal Marandi has already announced that he was staging the demonstration in support of the Samiti and the dialogue with the company should be between its office bearers and the company. He has also demanded that the state government be a party to the dialogue making it a tri-partite agreement. Samiti convener Anil Murmu today alleged that the agreement it had signed with the company in 2006 should have been implemented by 2007 while an official with the company insisted that 80 per cent of the agreement was fulfilled. Meanwhile, an official of Panem said the company had incurred a loss of Rs 48 crore while a railway officer said the railways lost Rs 55 crore following the blockade of coal-rakes at the Lotamati Railway Siding. Cong fails to mollify sulking Gujarat leader

Ahmedabad, Dec 1 (PTI) Congress today appeared to have failed mollify its sulking senior leader from Gujarat Narhari Amin who has threatened not to campaign for party candidates on being refused nomination for coming assembly elections. Congress leader and Union Minister Rajiv Shukla flew in here from Delhi today to meet Amin. There was no official side from either side as to what transpired in the meeting. Shukla only said "Amin is a very strong leader of Gujarat. I have talked to him but will not reveal it." However, sources said Amin told Shukla that he would not work for the party in any way. Amin has emerged as a rallying point for Congress leaders who have not been given tickets, sources added, saying many of them have extended support to him. Amin, an influential Patel community leader, had sought ticket from Gandhinagar South but the party stuck to its policy that it would not give ticket to those who have lost two elections consecutively. Amin later told reporters "we have organised a meeting of my supporters and other Congress leaders tomorrow...after discussion, we will decide future course of action." Charges framed against tribal rights activist in 6-yr old case

Ranchi, Dec 1 (PTI) A local court today framed charges against tribal rights activist Dayamani Barla in connection with a 2006 case. Judicial Magistrate, Ranchi, S K Mahajan framed the charges against Barla, who had led a protest blockading a road at Angara of Ranchi district to demand job cards under the Mahatma Gandhi National Rural Employment Guarantee Act. Besides Barla, the FIR was filed against seven others in that case with charges having already been framed against them earlier. Barla had on October 16 surrendered to the court in this case and was sent to judicial custody. Two days later, she had obtained bail from the court, but was re-arrested on a second warrant following an FIR charging her with obstruction of government work at Nagri when she joined villagers in a protest in July against land acquisition by the government for setting up an educational hub. She has moved a bail petition in the High Court recently. Barla came to limelight when she led agitations against land acquisition by ArcelorMittal for its steel project, which it signed with the Jharkhand government in 2005, in Gumla and Khunti districts. Himachal HC stays de-allocation of coal block

Shimla, Dec 1 (PTI) The Himachal Pradesh High Court has stayed the de-allocation of a coal block in West Bengal to Himachal EMTA Power Ltd (HEPL) by the Union Coal Ministry. The Interim orders were passed by the court on a petition filed by HEPL, challenging the letter de-allocating the coal block and the deduction of 50 per cent of the bank guarantee, amounting to Rs 6.67 crore. A division bench of Justices R B Misra and Surinder Singh asked the Coal Ministry to file its response within four weeks and listed the matter for January 9. HELP is a joint venture of the state-owned Himachal Pradesh Power Corporation Limited (HPPCL) and Eastern Minerals and Trading Agency (EMTA) for setting up a 500 MW pit-head coal-based thermal power plant at Raniganj in West Bengal. The petition stated that the Union Coal Ministry allotted the coal block jointly to the petitioner and JSW Steel mining and developing captive coal for meeting the proportionate share of coal requirement in the respective power plants of the petitioner and JSW Steel. It said the petitioner was a joint venture and was selected through a competitive bidding process and added that the joint venture was formed to achieve the objective of setting up a 2x250-MW pit-head coal-based thermal power plant to provide thermal power primarily to Himachal Pradesh. Acting on the recommendation of the Inter-Ministerial Group (IMG) on coal, the coal ministry had de-allocated the Gourangdih ABC coal block allocated jointly to HEPL and JSW Steel on November 23 on the ground that they had failed to develop it. It has also decided to deduct 50 per cent of their bank guarantee, which amounted to Rs. 6.67 crore. The block has estimated coal reserves of 131.7 million tonne. State government officials said that mining was not initiated as more than 50 per cent of the coal block area was thickly populated and mining was not possible in such places. Al-Qaeda cadre among 4 killed in US drone attack in Pakistan

From Rezaul H Laskar Islamabad, Dec 1 (PTI) Four militants, including a senior al-Qaeda cadre, were killed and three others injured when a US drone targeted a compound in the South Waziristan tribal region of Pakistan today. The CIA-operated spy plane fired missiles at the compound near Wana, the main town of South Waziristan Agency. The drone also targeted a vehicle near the compound. Abdul Rahman Yemeni, an al-Qaeda cadre of Yemeni origin, was among those killed in the attack, security officials were quoted as saying by TV news channels. Militants surrounded the areas of the attack and prevented local residents from approaching it. This was the second drone strike in South Waziristan this week. Three militants were killed in another strike on Thursday. US drone strikes over the past two years have mostly focussed on North Waziristan Agency. South Waziristan was a stronghold for the Pakistani Taliban till the army launched an offensive in 2009 to flush out militants. Fourth straight win gives WBA best start since 1953

LONDON (Reuters) - West Bromwich Albion's 4-2 win at Sunderland on Saturday has given them their best start to a season since 1953-54 but manager Steve Clarke refused to get too excited after another accomplished victory.

West Brom, ranked as outsiders at the start of the season, moved into third place in the Premier League - at least until Chelsea meet champions Manchester City on Sunday - after winning a fourth successive league match for the first time since 1980.

Clarke told the BBC his side had dominated the game, adding: "I thought we passed the ball brilliantly and managed to pick them off. To score four goals against any team is a great performance.

"The players deserve all the credit, they've worked really hard; people have had to sit up and take notice and the Albion fans can enjoy this spell."

Although the Baggies are sitting in an automatic Champions League berth, Clarke was keeping their achievements in perspective.

"To talk about European football at this stage would be folly, there are a lot of games to go so we'll keep our feet on the ground," he said.

The last time West Brom made such a good start to a league campaign, in 1953-54, they finished as runners-up in the old First Division to their arch-rivals Wolverhampton Wanderers and won the FA Cup, beating Preston North End in the final.

Honours and European places may still be some way off but West Brom's form this season has been excellent, with Clarke building on the foundations put in place last season by Roy Hodgson, who left the club to manage England.

West Brom largely dominated the match and maintained their good record against Sunderland, not losing against them for six league games.

The Baggies scored twice before halftime through Zoltan Gera and Shane Long, and added two more after it, with Romelu Lukaku scoring from a penalty and Marc-Antoine Fortune scoring with the last kick of the game.

UK, U.N. hope Mideast nuclear talks take place next yr

LONDON (Reuters) - Britain and the United Nations said on Saturday they hoped a conference aimed at trying to ban nuclear weapons in the Middle East could take place soon after the United States said it would not happen next month as originally planned.

If and when it happens, the conference is likely to be fraught as Iran and Arab states say Israel's presumed nuclear arsenal is the main threat to security in the region, while Israel and the West see Tehran as the main proliferation danger.

Western diplomats and others believe the conference would make little headway because of that fundamental difference in opinion - something the United States has described as "a deep conceptual gap".

However, Britain and the conference's other organisers, which include Russia and the United Nations as well as prospective host Finland, believe it is worth a try anyway and anti-nuclear campaigners would also like to see it take place.

"We support the convening of a conference as soon as possible. We endorse fully the work of the Conference Facilitator, Finnish Under-Secretary of State Jaakko Laajava, to build consensus on the next steps," British Foreign Office Minister Alistair Burt said in a statement.

"We welcome his commitment to conduct further multilateral consultations with the countries of the region to agree arrangements for a conference in 2013," Burt said.

Laajava said on Saturday he would propose that multilateral consultations "be held as soon as possible".

U.N. Secretary-General Ban Ki-moon echoed Burt's comments, including the hope that the conference could be held next year at "the earliest opportunity".

"I reaffirm my firm resolve and commitment together with the Russian Federation, the United Kingdom and the United States, in consultation with the states of the region, to convene a conference," he said in a statement.

The plan for a meeting to prepare the ground for the possible creation of a weapons of mass destruction-free Middle East was agreed to at a May 2010 conference of 189 parties to the 1970 nuclear Non-Proliferation Treaty, or NPT.

Like nuclear-armed India and Pakistan, Israel has never signed the NPT. It neither confirms nor denies having nuclear arms, although non-proliferation and security analysts believe it has several hundred nuclear weapons.

The U.S. State Department said on Friday that the conference could "not be convened because of present conditions in the Middle East and the fact that states in the region have not reached agreement on acceptable conditions for a conference".

Washington had feared that Iran and Arab states might hijack the forum to criticise Israel for other things such as its recent air strikes on Hamas-controlled Gaza in retaliation for rocket attacks on southern Israel.

Iran, Israel's arch foe, announced earlier this month it would attend the conference, but some Western diplomats say Tehran may have only agreed to attend once it became clear that the meeting was likely to be postponed anyway.

TOTTENHAM HOTSPUR

After being on Spurs books as a schoolboy, Rednapp returned to White Hart Lane in October 2008 with Spurs bottom of the Premier League with two points from eight games.

He sparked a revival at the club, leading them to eighth that season and took them into the Champions League for the first time after finishing fourth the following season.

After that fourth spot in 2010, Spurs finished fifth in 2011 and briefly challenged for the title the following season before fading to finish fourth again. However, they lost their Champions League spot when Chelsea won the competition.

While at Spurs in January 2012, he faced trial on tax charges, but was found not guilty. He was also linked with the England manager's job, which eventually went to Roy Hodgson. Left Spurs in June 2012.

African presidents urge Congo rebels to abandon war

GOMA/KAMPALA (Reuters) - African leaders called on eastern rebels in Democratic Republic of Congo on Saturday to abandon their aim of toppling the government and leave the city of Goma they captured this week.

The appeal came from heads of state of the central African Great Lakes region who fear that if left unchecked the offensive by the M23 rebels could drag the volatile, ethnically-diverse and mineral-rich region back into another bloody conflict.

A statement signed by the regional leaders meeting in the Ugandan capital Kampala urged the M23 to abandon its threat to overthrow the elected government in Kinshasa and to "stop all war activities and withdraw from Goma".

It proposed deploying a joint force at Goma airport comprising of a company of neutral African troops, a company of the Congolese army (FARDC) and a company of the M23.

The leaders told M23 "to withdraw from current positions to not less than 20 km from Goma town within two days", but did not say what the consequences would be if the rebels failed to comply.

The rebel M23 movement, which has announced it intends to "liberate" all of Congo and march on the capital Kinshasa 1,000 miles to the west, said it was still waiting to hear back from its political representative in Kampala.

But it expressed initial scepticism about a proposed joint deployment in Goma that included government troops returning.

"Will the population accept that? I doubt it. The population sees that M23 has changed things. With the (Congolese army) it was just harassment," M23 military spokesman Vianney Kazarama told Reuters.

Regional and international leaders are scrambling to halt the fighting in eastern Congo, fuelled by a mix of local and regional politics, ethnic rifts and competition for large reserves of gold, tin and coltan.

The meeting in Kampala brought together Congo's President Joseph Kabila and the heads of state of Uganda, Kenya and Tanzania.

But Rwandan President Paul Kagame, who has vehemently denied accusations by Congo and U.N. experts that his government is supplying, supporting and directing the M23 rebellion, did not attend the summit, although he sent his foreign minister.

As the regional leaders met in Uganda, the Congolese government army reinforced its positions southwest of rebel-held Goma, in what appeared to be a move to block any further advance by the insurgents, who have routed Congolese army forces backed by United Nations peacekeepers.

The Great Lakes heads of state also proposed that U.N. peacekeepers present in and around Goma should provide security in a neutral zone between Goma and the new areas seized by M23.

They said police that were disarmed in Goma by the rebels should also be re-armed so they can resume working.

"UNDECLARED STATE OF WAR"

In the Congolese capital Kinshasa, authorities banned protests, citing the need to keep order in what national police chief Charles Bisengimana called a "undeclared state of war".

Goma has been a regional headquarters for the U.N. peacekeeping mission in Congo, known as MONUSCO, which has a 17,000 strong force across the huge country. MONUSCO is tasked with assisting government troops keep the peace and protect civilians.

MONUSCO has faced criticism inside and outside Congo for not doing enough to halt the rebels when the Congolese army fled Goma, but U.N. officials have argued it is not the mandate of the U.N. peacekeepers to directly engage the insurgents.

U.N. helicopter gunships fired hundreds of rockets at the rebels but were unable to beat them back at Goma, U.N. officials said.

Congolese government troops attempted a counter-offensive against the advancing rebels this week but were forced to pull back to the town of Minova on Lake Kivu, leaving a trail of soldiers' bodies and abandoned equipment in their wake.

"We are going to defend Minova, but we'll also try to push back the rebels," Congo army (FARDC) spokesman Olivier Hamuli said. Reinforcements were on their way to the front, he said.

M23 forces moved south through the hills towards Minova, in a strategic position on the road to Bukavu, the capital of South Kivu province, and a rebel spokesman said they had come within 12 km (7-1/2 miles) of Minova before halting their advance.

The rebels have said that Bukavu is their next objective and have vowed to sweep across the vast nation to Kinshasa if Kabila does not agree to talks.

Kabila, who has said he is willing to hear the rebels' grievances, appointed a new interim head of ground forces late on Friday.

General Francois Olenga Tete takes over from former army boss General Gabriel Amisi, who was suspended on Thursday over charges he had sold arms to other eastern rebels.

Olenge rose through the ranks of a rebellion led by Kabila's father and former President Laurent Kabila.

Egypt's Mursi faces judicial revolt over decree

CAIRO (Reuters) - Egyptian President Mohamed Mursi faces a rebellion from judges who accused him on Saturday of expanding his powers at their expense, deepening a crisis that has triggered calls for more protests following a day of violence across Egypt.

Judges in Alexandria, Egypt's second city, threatened to go on strike until it was revoked, and there were calls for the "downfall of the regime" - the rallying cry in the uprising that toppled Hosni Mubarak - during a meeting of judges in Cairo.

Mursi's opponents and supports - representing the divide between newly empowered Islamists and a more secular-minded opposition - have called rival demonstrations on Tuesday over his decree that has triggered concern in the West.

Issued late on Thursday, it marks an effort by Mursi to consolidate his influence after he successfully sidelined Mubarak-era generals in August. It defends from judicial review decisions taken by Mursi until a new parliament is elected in a vote expected early next year.

It also shields the Islamist-dominated assembly writing Egypt's new constitution from a raft of legal challenges that have threatened the body with dissolution, and offers the same protection to the Islamist-controlled upper house of parliament.

Egypt's highest judicial authority, the Supreme Judicial Council, said the decree was an "unprecedented attack" on the independence of the judiciary.

Youths clashed sporadically with police near Tahrir Square, the epicentre of the uprising that toppled Mubarak in 2011, following Friday's violence in which more than 300 people were injured across Egypt. Activists camped out for a second day in the square, setting up makeshift barricades to keep out traffic.

POLARISATION

Liberal, leftist and socialist parties called a big protest for Tuesday to force Mursi to row back on a decree they say has exposed the autocratic impulses of a man once jailed by Mubarak.

In a sign of the polarisation in the country, the Muslim Brotherhood - the group that propelled Mursi to power - called its own protests that day to support the president's decree.

At least three Brotherhood offices were attacked on Friday.

"We are facing a historic moment in which we either complete our revolution or we abandon it to become prey for a group that has put its narrow party interests above the national interest," the liberal Dustour Party said in a statement.

Mursi also assigned himself new authority to sack the prosecutor general - a Mubarak hold over - and appoint a new one. The dismissed prosecutor general, Abdel Maguid Mahmoud, was given a hero's welcome by several thousand judges who attended the session of Egypt's Judges' Club in Cairo on Saturday.

Ahmed al-Zind, head of the Judges' Club, introduced Mahmoud by his old title, in open defiance of Mursi's decree.

The Mursi administration has defended the decree on the grounds that it aims to speed up a protracted transition from Mubarak's rule to a new system of democratic government.

Analysts say it reflects the Brotherhood's suspicion towards sections of a judiciary unreformed from Mubarak's days.

"It aims to sideline Mursi's enemies in the judiciary and ultimately to impose and head off any legal challenges to the constitution," said Elijah Zarwan, a fellow with The European Council on Foreign Relations.

"We are in a situation now where both sides are escalating and its getting harder and harder to see how either side can gracefully climb down."

RIOT POLICE

Following a day of violence in Cairo, Alexandria, Port Said and Suez, the smell of teargas hung over Tahrir Square.

A handful of hardcore activists hurling rocks battled riot police in the streets near the square, where several thousand protesters massed on Friday to demonstrate against the decree that has rallied opposition ranks against Mursi.

Al-Masry Al-Youm, one of Egypt's most widely read dailies, hailed Friday's protest as "The November 23 Intifada", invoking the Arabic word for uprising. "The people support the president's decisions," declared Freedom and Justice, the newspaper run by the Brotherhood's political party.

The ultraorthodox Salafi Islamist groups that have been pushing for tighter application of Islamic law in the new constitution have rallied behind the decree.

The Nour Party, one such group, stated its support for the Mursi decree. Al-Gama'a al-Islamiya, which carried arms against the state in the 1990s, said it would save the revolution from what it described as remnants of the Mubarak regime.

Mursi is facing the biggest storm of criticism since he won the presidential election in June.

Samir Morkos, a Christian assistant to Mursi, had told the president he wanted to resign," said Yasser Ali, Mursi's spokesman. "The president has spoken to him today but the decision to resign is yet to be taken," Ali told Reuters.

Mursi addressed his supporters outside the presidential palace on Friday. He said opposition did not worry him, but it had to be "real and strong".

Mursi is now confronted with a domestic crisis just as his administration won international praise for mediating an end to the eight-day war between Israel and Palestinians in the Gaza Strip.

"The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said.
